Hanoi-Vietnam: Economic-technical norms for the design of thematic maps by using remote sensing images

This is a notable content in Circular No. 08/2019/TT-BTNM regarding the Economic-technical norms for the design of thematic maps by using remote sensing images in Vietnam at scales of 1:5,000, 1:10,000, 1:500,000, 1:1,000,000, and it took effect on August 20, 2019.

The economic-technical norms issued together with Circular 08/2019/TT-BTNMT regulate the component norms of the economic and technical norms for the design of thematic maps by using remote sensing images at scales of 1:5,000, 1:10,000, 1:500,000, and 1:1,000,000. To be specific:

1. Labor Norm

- Task Content: Regulations on the basic operations to perform the work step (operational work).

- Difficulty Classification: Regulations on the main factors affecting the performance of the work step as a basis for classifying difficulty.

- Staffing Norm: Determining the quantity and technical level of the labor performing the work step. The technical level of the work is determined through the labor grade based on the current legal regulations and actual production organization.

- Norm: Regulating the direct labor time to produce a unit of product; the unit of measurement is work shift (teamwork)/unit of product. A workday (shift) is calculated as 8 working hours.

Note:

- The technical labor norm when the technical outdoor labor has to stop work due to weather is calculated as 0.25 of the prescribed level.

- The technical labor norm for performing the task "Extracting thematic content" due to the influence of old images is calculated with additional coefficients as follows:

+ Coefficient for images from 3-5 years old: 0.10 of the prescribed norm.

+ Coefficient for images over 5 years old: Additional 0.05/year, not exceeding 0.30.

2. Material and Equipment Norms

- Material Usage Norm: The quantity of materials needed to produce one unit of product.

- Tool Usage Norm: The time (shift) the labor directly uses the tools to produce one unit of product.

- Equipment Usage Norm: The time (shift) the labor directly uses the necessary equipment to produce one unit of product.

3. Service Life of Tools (Time for calculation of depreciation) and Equipment (Time for calculation of depreciation)

- Service Life of Tools: Determined by the statistical method; the unit of measurement is months.

- Depreciation Time of Equipment: According to current legal documents.

Additionally, this Circular regulates the area of thematic map fragments using remote sensing images at scales of 1:5,000, 1:10,000, 1:500,000, and 1:1,000,000 as per the table below:
