Recently, the Vitenam Ministry of Education and Training issued Circular 28/2020/TT-BGDĐT promulgating the Charter for Primary Schools.

The charter issued with Circular 28/2020/TT-BGDDT stipulates that the specialized team in primary schools includes teachers by grade or subject; staff in charge of library work, educational equipment, information technology, support in the education of students with disabilities, and school counseling. Each primary school has an administrative team consisting of staff responsible for records, accounting, treasury, school healthcare, and other tasks. The specialized teams and administrative team of primary schools have the following duties:
The specialized team has the following duties:
- Participate in developing the school's educational plan.
- Based on the school's educational plan, develop and explain the teaching plans for subjects according to the primary education program's requirements by week, month, semester, and academic year.
- Implement the school's professional activity plan proactively and flexibly.
- Propose to the principal the assignment of teachers to teach and act as class teachers for the academic year.
- Organize for teachers to select textbooks according to the regulations of the Vietnam Ministry of Education and Training and the provincial People's Committee; propose reference publications for selection and use within the school according to regulations.
- Participate in the evaluation and classification of teachers according to the Professional Standards for General Education Teachers; participate in the evaluation of principals and vice-principals according to the Principal Standards.
The administrative team has the following duties:
- Based on the school's educational plan, develop the team's activity plan by week, month, and academic year to serve the implementation of the school's teaching and educational activity plan.
- Assist the principal in clerical work, financial management, and asset management within the school, as well as accounting and statistical calculations as per policies.
- Participate in professional and skill development as per the team's and school's plan.
- Participate in the evaluation and grading of public employees and employees; introduce team leaders and deputy team leaders.
- Manage and archive the school's records.
- Perform other duties assigned by the principal.
Note: Each specialized team in primary schools must have at least 03 members; the specialized team should have a team leader, and if there are 07 or more members, it should have a deputy team leader.
