Hanoi-Vietnam: Detailed guidance on the rank promotion to professional titles of teachers at all educational levels

On July 23, 2019, the Vietnam Ministry of Education and Training issued Official Dispatch 3125/BGDDT-NGCBQLGD regarding the rank promotion for professional titles of public preschool and secondary school teachers.

EXPECTED PAYROLL APPLICABLE TO TEACHERS AT ALL EDUCATIONAL LEVELS IN 2020

The Vietnam Ministry of Education and Training requests relevant ministries, central authorities, and local authorities to implement, within their competence, and in accordance with current regulations regarding the organization of promotion of professional titles for public preschool and secondary school teachers. Simultaneously, the Ministry of Education and Training provides guidance and notes on several issues concerning organizing the promotion of professional titles for preschool and general education teachers in public education and training institutions as follows:

1. Regarding the competence to organize the rank promotion to professional titles of teachers

The authority to organize the exam for the rank promotion to professional titles of public preschool and secondary school teachers is executed in accordance with Article 30 of Decree 29/2012/ND-CP; Clause 14, Article 2 of Decree 161/2018/ND-CP and Clause 3, Article 2 of Circular 03/2019/TT-BNV. ministries, central authorities and local authorities have the authority to organize the exam for the rank promotion to the professional titles of senior secondary school (THCS) and high school (THPT) teachers from Grade II to Grade I; from Grade III to Grade II for upper secondary school teachers under their management.

For exam for the rank promotion to professional titles of teachers from Grade IV to Grade III for preschool and primary school teachers; from Grade III to Grade II for preschool, primary school and lower secondary school teachers under their management, the ministries, central authorities, and local authorities have the authority to organize or delegate, authorize departments, units to organize according to legal regulations.

2. On the promotion participants for public employee teachers

* For the exam for the rank promotion to professional titles of teachers from Grade II to Grade I

- upper secondary school teachers who are directly involved in teaching/educating at public general education, continuing education, and special education institutions under the national education system that have high school grades; currently holding the title of upper secondary school teacher Grade II - Code: V.07.05.14.

- lower secondary school teachers who are directly involved in teaching/educating at public general education, continuing education, and special education institutions under the national education system that have junior secondary grades; currently holding the title of lower secondary school teacher Grade II - Code: V.07.04.11.

* For the exam for the rank promotion to professional titles of teachers from Grade III to Grade II

- upper secondary school teachers who are directly involved in teaching/educating at public general education, continuing education, and special education institutions under the national education system that have high school grades; currently holding the title of upper secondary school teacher Grade III - Code: V.07.05.15.

- lower secondary school teachers who are directly involved in teaching/educating at public general education, continuing education, and special education institutions under the national education system that have junior secondary grades; currently holding the title of lower secondary school teacher Grade III - Code: V.07.04.12.

- Primary school teachers at public general education, continuing education, and special education institutions under the national education system that have primary grades; currently holding the title of primary school teacher Grade III - Code: V.07.03.08.

- Preschool teachers at public preschool education institutions under the national education system, including: kindergartens, nurseries, child care groups, and independent preschools; currently holding the professional title of preschool teacher Grade III - Code: V.07.02.05.

* For the exam for the rank promotion to professional titles of teachers from Grade IV to Grade III

- Primary school teachers at public general education, continuing education, and special education institutions under the national education system that have primary grades; currently holding the title of primary school teacher Grade IV - Code: V.07.03.09.

- Preschool teachers at public preschool education institutions under the national education system, including: kindergartens, nurseries, child care groups, and independent preschools; currently holding the professional title of preschool teacher Grade IV - Code: V.07.02.06.

3. Standards, conditions for applying for the rank promotion to professional titles of teachers

Teachers participating in the exam for the rank promotion to professional titles must meet the following standards and conditions:

- The education and training institution has a demand for the job position of the professional title at the registered promotion level and has been assigned by the competent authority to participate in the promotion exam.

- Evaluated by competent authority as completing tasks well or better for 3 consecutive years up to the application deadline for the promotion exam; possessing sufficient professional and ethical qualities; not in the period of disciplinary action or awaiting disciplinary decision from competent authority.

- Meeting the standards of the professional title at the registered promotion level as prescribed in Joint Circular 20/2015/TTLT-BGDDT-BNV; Joint Circular 21/2015/TTLT-BGDDT-BNV; Joint Circular 22/2015/TTLT-BGDDT-BNV; Joint Circular 23/2015/TTLT-BGDDT-BNV.

4. Content, form of exam/consideration for rank promotion and conditions for exemption of foreign language, computer exam/consideration for teachers participating in the promotion

For rank promotion organized in the form of exam: conditions, standards, content, form of professional title exam for the rank promotion to teachers, conditions for exemption from foreign language and computer exam follow the regulations in Circular 20/2015/TT-BGDDT.

For rank promotion organized in the form of consideration: conditions, standards, content, form of consideration for the rank promotion to professional titles of teachers, conditions for exemption from foreign language and computer consideration follow the regulations in Circular 28/2017/TT-BGDDT.

Some notes on the conditions and standards for participating in the exam/consideration for the promotion of professional titles for teachers:

- The conversion of equivalent foreign language certificates as per Official Dispatch 3755/BGDDT-GDTX dated August 3, 2016, from the Ministry of Education and Training regarding the conversion of foreign language and computer certificates.

- Teachers holding degrees in combined disciplines with a subject in Information Technology (Mathematics - IT, Physics - IT) are considered to have graduated from intermediate-Grade In Information Technology or higher.

5. Methods for scoring and determining successful candidates in the rank promotion to professional titles of teachers

* Scoring method

- for rank promotion exam: candidates' papers are scored on a 100-point scale.

- for rank promotion consideration: scoring is conducted following the provisions of Article 6, Article 7 of Circular 28/2017/TT-BGDDT.

* Principles for determining successful candidates

- Teachers passing the exam for the rank promotion to professional titles must take all the required papers, except those exempted by law; scoring at least 50 points in each paper.

- Teachers passing the promotion consideration for professional titles will follow the guidance in Article 8 of Circular 28/2017/TT-BGDDT.

- Results of the rank promotion exam are not retained for subsequent exam.

Note: Based on the needs of the unit and the number of eligible teachers, ministries, central authorities and local authorities will annually organize the exam for the rank promotion to professional titles of public preschool and secondary school teachers to ensure welfare and policies for the staff.
