Hanoi-Vietnam: Deadline for inspection and assessment of the performance of scientific and technological tasks

Recently, the Vietnam Ministry of Science and Technology has issued Circular No. 33/2014/TT-BKHCN on the management of ministerial-level scientific and technological tasks of the Ministry of Science and Technology, including the deadline for inspection and assessment of the performance of scientific and technological tasks.

Article 15 of Circular 33/2014/TT-BKHCN stipulates the inspection and assessment of the performance of scientific and technological tasks in Vietnam as follows:

- During the implementation process, the host organization responsible for the science and technology tasks must regularly inspect, monitor, promptly detect, and correct any mistakes that affect the goals, content, timeline, and results of the approved science and technology tasks.

- Every 6 months (on March 15 and September 15 annually), the host organizations implementing ministerial-level science and technology tasks must submit a report to the Vietnam Ministry of Science and Technology (via the Department of Planning and General Affairs) on the implementation status and disbursement progress according to the form (PL5-BCDK).

- In October annually, the Department of Planning and General Affairs will cooperate with intermediate management units (second-level budget estimation units) and relevant units of the Ministry to inspect the implementation progress, achieved results, and the disbursement and usage of funds for science and technology tasks. In the case of an ad-hoc inspection, the host organization will be notified 1 working day in advance.

- The head of the inspection team is responsible for compiling results and proposing necessary handling measures. The inspection result is the basis for the Minister of Science and Technology to consider suspending or continuing the implementation, making adjustments, and liquidating contracts. The inspection record of the implementation status is made according to the form (PL5-BBKTDK), kept at the Department of Planning and General Affairs, and the host organization of the science and technology tasks.
