Hanoi-Vietnam: Criteria for supervision of quality of distress watchkeeping service - INMARSAT

This is an important provision stipulated in Circular 05/2019/TT-BGTVT on the criteria for supervision and acceptance of public utility services in coastal information in Vietnam.

The supervision and acceptance of the quality of distress watchkeeping service - INMARSAT (International Maritime Satellite System) in Vietnam are carried out according to the following criteria and methodologies:

1 Service Area The maritime area where a distressed vessel can access the INMARSAT distress watch service. INMARSAT Pacific Ocean Region - POR (APAC) - Based on the certificate from the INMARSAT organization regarding the service area of the Inmarsat Hai Phong Terrestrial Satellite Information Station being the INMARSAT Pacific Ocean Region POR (APAC) and actual distress alerts processed via Inmarsat Hai Phong Terrestrial Satellite Information Station;

- Based on the results of INMARSAT distress alert tests via Inmarsat Hai Phong Terrestrial Satellite Information Station.
2 Watch Language The language that the INMARSAT Hai Phong Earth Station can use to receive and handle INMARSAT distress alerts from distressed vessels. English - Based on the Diary of Coastal Information Service Provision - distress watchkeeping service - INMARSAT, identifying actual INMARSAT distress alerts handled in English;

- Based on the results of INMARSAT distress alert tests via Inmarsat Hai Phong Terrestrial Satellite Information Station.
3 Service Availability The proportion of time that the INMARSAT Hai Phong Earth Station is ready to receive INMARSAT distress alerts from distressed vessels. D ≥ 98.6%. - Based on the Diary of Coastal Information Service Provision - distress watchkeeping service - INMARSAT to compile all downtime causing service disruption.

- Based on the results of INMARSAT distress alert tests via Inmarsat Hai Phong Terrestrial Satellite Information Station.

- Service availability is calculated according to the formula;



In which:

+ D: Service availability;

+ i: The i-th service disruption;

+ TGD,i: Duration of the i-th service disruption, identified as the time during which, due to a failure at the Inmarsat Hai Phong Terrestrial Satellite Information Station, the system is unable to provide the distress watchkeeping service - INMARSAT;

+ TXD: Time period defined for service availability.

Full regulation may be found in Circular 05/2019/TT-BGTVT effective from March 15, 2019.
