Hanoi-Vietnam: Criteria for determining successful candidates in the consideration for rank promotion to professional titles of public employees

On March 12, 2018, the Vietnam Ministry of Education and Training issued Circular 08/2018/TT-BGDDT, specifying the criteria for determining successful candidates in the consideration for rank promotion to professional titles of public employees.

Circular 08 stipulates that public employees who pass the consideration for rank promotion to professional titles in Vietnam are public employees:

- are determined by the Consideration Council to meet the conditions as prescribed;

- achieve a minimum scientific work score of 06 (six) points for public employees undergoing consideration for rank promotion to the professional title rank of Principal Lecturer (Grade II); achieve a minimum score of 16 (sixteen) points for public employees undergoing consideration for rank promotion to the professional title of Senior Lecturer (Grade I).

In cases where multiple candidates meet the minimum score as prescribed, the successful public employee will be determined based on the conversion score from highest to lowest until all allocated targets are filled.

Specifically, in cases where there are 02 (two) or more people with equal scores for the final target, the successful candidate will be determined in the following priority order:

- The person with a longer tenure;

- The person assigned tasks by competent authority with outstanding achievements, and exemplary performance recognized within the 03 (three) continuous years preceding the year of the consideration for rank promotion to professional titles.

If the successful public employee cannot be determined based on the above priority order, the Chairman of the Consideration Council will consider and decide the successful candidate in the consideration for rank promotion to professional titles.

Public employees who fail in this consideration for rank promotion to professional titles in Vietnam will not retain their results for subsequent consideration.
