On June 17, 2024, the Minister of Culture, Sports and Tourism issued Circular 03/2024/TT-BVHTTDL stipulating the criteria and conditions for consideration for rank promotion to professional titles of public employees in sports and physical education in Vietnam.

Criteria for consideration for rank promotion to professional titles of public employees in sports and physical education from August 01, 2024

The criteria for consideration for rank promotion to professional titles of public employees in sports and physical education from August 01, 2024 will comply with Circular 03/2024/TT-BVHTTDL. To be specific:

(1) General criteria and conditions

- Public service units have demands and the number of public employees corresponding to the position of the professional title under consideration is still lacking following the approved job position requirements.

- Public employees must meet the criteria and conditions stipulated in points a and b of Clause 1 Article 32 of Decree 115/2020/ND-CP on the recruitment, use, and management of public employees (amended in Clause 16 Article 1 of Decree 85/2023/ND-CP) and the requirements of the corresponding job positions for the professional rank under consideration as stipulated in Circular 10/2023/TT-BVHTTDL, providing guidance on job positions for leadership, management, and professional titles as well as the organizational structure of public employees based on professional titles within public service providers in the fields of culture, sports, and tourism; and nominated by competent authorities to attend the consideration for rank promotion to professional titles.

(2) Specific criteria and conditions

- Criteria and conditions for consideration for rank promotion to the professional title of principal coach (Class II), code V.10.01.02

Public employees will be considered for rank promotion to the professional title of principal coach (Class II), code V.10.01.02 when they meet the criteria in (1) and the following conditions:

+ Currently holding the professional title of coach (Class III), code V.10.01.03.

+ Meeting the educational, training, and requirements for public employees under consideration for rank promotion to the professional title of principal coach (Class II), code V.10.01.02 as stipulated in Clause 2 and Clause 4 Article 5 of Circular 07/2022/TT-BVHTTDL.

- Criteria and conditions for consideration for rank promotion to the professional title of senior coach (Class I), code V.10.01.01

Public employees will be considered for rank promotion to the professional title of senior coach (Class I), code V.10.01.01 when they meet the criteria in (1) and the following conditions:

+ Currently holding the professional title of principal coach (Class II), code V.10.01.02.

+ Meeting the educational, training, and requirements for public employees under consideration for rank promotion to the professional title of senior coach (Class I), code V.10.01.01 as stipulated in Clause 2 and Clause 4 Article 4 of Circular 07/2022/TT-BVHTTDL.

More details can be found in Circular 03/2024/TT-BVHTTDL, effective from August 01, 2024.

In case the documents referred to in Circular 03/2024/TT-BVHTTDL are amended, supplemented, or replaced, their amended, supplemented, or replaced versions will apply.

Circular 12/2022/TT-BVHTTDL stipulates the criteria, and conditions for exams or considerations for consideration for rank promotion to; forms, contents, and determination of successful candidates in the consideration for rank promotion to professional titles of public employees in the physical education and sports will expire from the effective date of Circular 03/2024/TT-BVHTTDL.

It is known that Circular 03/2024/TT-BVHTTDL stipulates the criteria and conditions for consideration for rank promotion to professional titles to Class II and Class I for public employees in the physical education and sports.

Circular 03/2024/TT-BVHTTDL applies to public employees in physical education and sports working in public service providers and related organizations and individuals.
