Hanoi-Vietnam: Content and form of consideration for rank promotion to professional titles of public employees

On March 12, 2018, the Vietnam Ministry of Education and Training issued Circular 08/2018/TT-BGDDT detailing the content and form of consideration for rank promotion to professional titles of public employees in Vietnam.

Circular 08 stipulates that the consideration for rank promotion to professional titles of public employees in Vietnam is to be carried out through application evaluation under the standards for professional titles in the current rank and through the appraisal and conversion of scientific project points.

The appraisal and conversion of scientific project points for public employees applying for consideration for rank promotion to a higher professional title are conducted once the application requirements are met under regulations.

Specifically, the conversion of scientific project is regulated as follows:

- Convertible scientific project includes scientific articles; results of scientific and technological research, application registered and awarded patents; useful scientific and technological solutions; books for training purposes; scientific reports published in full text in the proceedings of national and international scientific conferences; artistic works, performances, athletic achievements awarded at national or international levels;

- The content of the convertible scientific project must be relevant to the field or specialized field taught by the public employee applying for a promotion;

- Scientific projects that have been published and contain more than 30% duplication in content can only be granted conversion points once. Articles and books on popular science, research summaries, overview reports, evaluations, reviews, and translations are not counted as convertible scientific projects;

- If many authors participate in a convertible scientific project, the main author gets 1/3 (one-third) of the total points, and the remaining points are equally distributed among all contributors, including the main author; if the main author cannot be identified, points are equally distributed among all authors;

For published training books compiled by a group, the chief editor receives 1/3 of the convertible points for that book; the remaining points are distributed according to each participant's contribution. If specific contributions cannot be identified, points are equally divided among all contributors, including the chief editor if they directly wrote the book.

Scientific journals with International Standard Serial Number codes are scored based on the selection and classification of the State Professor Title Council.

In addition, Circular 08 stipulates the point conversion method as follows:

- A scientific article published in journals in the ISI list (within SCI, SSCI, AHCI, SCIE collections) and in the Scopus list is awarded a maximum of 2.0 points. A peer-reviewed scientific article published in journals with an international standard ISSN code but not in the ISI or Scopus systems is awarded a maximum of 1.0 points.

Scoring for scientific articles is based on the scientific quality of the article, the impact factor (IF, according to ISI), and/or the H-index (according to Scimago) of the journal;

- Each scientific and technological application result awarded a patent is awarded a maximum of 3.0 points; each useful scientific and technological solution is awarded a maximum of 2.0 points; each artwork (music, fine arts, drama, cinema, architecture), performance, or athletic achievement awarded an international prize is awarded a maximum of 2.0 points, and a national prize is awarded a maximum of 1.5 points;

- Training books to be awarded convertible scientific project points must be assessed by a Science Council set up by the Rector and used for training from the university level up, published with an International Standard Book Number code. Training books published by reputable global publishing houses receive an additional 25% of the book's convertible points.

Convertible points for each training book are calculated as follows: Monographs are awarded 3.0 points; Textbooks are awarded 2.0 points; Reference books are awarded 1.5 points; Instructional books are awarded 1.0 points; Specialized dictionaries are awarded 1.0 points; Translated materials from foreign books or textbooks to Vietnamese are awarded 1.0 points;

- Peer-reviewed scientific reports at national scientific conferences, selected for full-text publication in the conference proceedings, are awarded a maximum of 0.5 points; peer-reviewed scientific reports at international scientific conferences written in English and published in full-text in the conference proceedings are awarded a maximum of 1.0 points. Points are only awarded for articles published in the proceedings of scientific conferences with an International Standard Book Number code.
