On July 03, 2024, Prime Minister the Government of Vietnam issued Decision 587/QD-TTg on approval of Scheme “Development of breeding housing and waste treatment industry until 2030” (hereinafter referred to as the Scheme).

Hanoi, Vietnam: Approval of Scheme “Development of breeding housing and waste treatment industry until 2030”

The content of the Scheme is as follows:

(1) Objectives:

- General Objectives

+ Modernizing equipment and livestock technology to meet the requirements of biosecurity husbandry, epidemic safety, environmentally friendly, and humane treatment of animals.

+ Enhancing the management and treatment capacity of livestock waste, protecting the environment, and effectively utilizing livestock waste for various purposes.

- Specific Objectives

+ The localization rate calculated by the value of the livestock system and equipment meeting 80%.

+ Medium and large-scale livestock farming using modern equipment reaches 70%; livestock farming pigs and poultry with closed barns reach 70%.

+ Maximally applying livestock waste treatment measures and constructing various types of biogas projects for livestock households.

+ Collecting, processing, and utilizing organic waste from livestock activities for different purposes at the highest level.

(2) Tasks and solutions

- Research, design, and develop supporting industries to manufacture, produce modern livestock equipment, and limit environmental pollution.

+ Researching, designing, manufacturing, and testing livestock equipment and waste treatment for farm-scale livestock farming.

+ Developing contents and training programs related to livestock and waste treatment in livestock farming.

- Researching and innovating technology in livestock farming processes and barns towards automation.

+ Enhancing capacity, developing materials for good livestock practices (VietGAHP), organic livestock farming, and biosecurity certification.

+ Researching and developing innovative barn systems to ensure biosecurity and disease safety in livestock activities.

- Encouraging high technology, advanced technology, and new technology applications for livestock waste treatment.

+ Developing advanced technology, new technology, smart technology, and clean technology for livestock waste treatment.

+ Applying technical advancements in the field of livestock waste management towards proactive prevention.

- Developing circular livestock farming models to improve the ecological-economic efficiency of livestock farming.

+ Assessing and improving circular livestock farming processes for key livestock associated with the VietGAP model, biosecurity for sustainable development, and extending the livestock value chain.

+ Transforming livestock waste into organic fertilizer production models or insect farming models, organisms for livestock and aquaculture feed to enhance the ecological-economic efficiency of livestock farming.

(3) Priority tasks and projects

- Researching the current status of circular livestock farming models, and biosecurity livestock farming to enhance the economic and ecological efficiency of livestock farming.

- Researching and developing supporting industries to manufacture, produce modern livestock equipment.

- Applying technology in livestock waste treatment.

- Evaluating current status and proposing smart barn technology activities and livestock waste treatment systems following the circular economy direction.

(4) Expected capital sources for project implementation

Mobilizing diverse capital sources and effectively using resources for implementation.

- Annual state budget (development investment, infrastructure investment, recurrent expenditure) according to the current state budget decentralization, ensuring conformable.

- Interleaving funds in public investment programs, projects for the period 2023 - 2030, ensuring conformable.

- Funds mobilized from foreign donors, international organizations, enterprises, organizations, individuals domestically and internationally.

- Other legitimate funds as stipulated by law in Vietnam.
