Recently, the Vietnam Ministry of Natural Resources and Environment officially issued Circular 19/2019/TT-BTNMT stipulating technical regulations on the content and symbols of National Topographic Maps at scales of 1:2,000 and 1:5,000.

Article 7 of Circular 19/2019/TT-BTNMT stipulates that the National Topographic Maps at scales of 1:2,000 and 1:5,000 in Vietnam are constructed from the national geographic database, including the following data layer groups:
a) Mathematical base layer group;
b) Topographic data layer group;
c) Hydrological data layer group;
d) Demographic data layer group;
đ) Transportation data layer group;
e) National border and administrative boundary data layer group;
g) Vegetation cover data layer group.
In which, the content of national topographic maps at scales of 1:2,000 and 1:5,000 is represented by corresponding symbols as per the National Topographic Map Symbol Sample at scales of 1:2,000 and 1:5,000, specified in Article 16 of Circular 19. Additionally, the accuracy of the representation of map content elements must comply with the regulations in Article 5 of this Circular.
This Circular specifies the mathematical base of the National Topographic Maps at scales of 1:2,000 and 1:5,000:
- National Topographic Maps at scales of 1:2,000 and 1:5,000 are constructed in the VN-2000 national reference and coordinate system, the national height system; established using a transverse Mercator projection with a central meridian scale factor of k0 = 0.9999.
The serial number of the zone, central meridian, and boundary meridian of each zone are listed in Table 1 below:

The division of map sheets and map sheet numbering of National Topographic Maps at scales of 1:2,000 and 1:5,000 follows the regulations in Circular 973/2001/TT-TCDC dated June 20, 2001, of the General Department of Land Administration (now the Ministry of Natural Resources and Environment), “Guidance on the application of the VN-2000 national reference and coordinate system”.
