On May 10, 2024, the Government of Vietnam issued Decree 49/2024/ND-CP stipulating the grassroots information activities.
Grassroots information activities involve providing essential information, receiving feedback and response content from the competent authorities, organizations, and individuals regarding citizens' feedback through various forms of information such as commune-level radio stations; public bulletin boards; grassroots information newsletters; non-commercial materials serving grassroots information activities; direct propaganda by grassroots propagandists; portals or electronic information pages; social networks, Internet messaging apps; telecommunications messages.
(Clause 2, Article 3 of Decree 49/2024/ND-CP)
The principles of grassroots information activities from July 1, 2024 include:
(1) Provide information promptly, accurately, publicly, and transparently, and comply with the skills and needs of residents in each locality, especially ethnic minorities and people in rural, remote, border, and island areas.
(2) Serve the directive and administrative tasks of the local party committees and authorities.
(3) Ensure the implementation of the policy communication tasks of the Communist Party and the State, providing essential information to the public.
(4) Guarantee equality and non-discrimination for citizens exercising their right to access information.
(5) Respect and acknowledge citizens' feedback; receive feedback and provide responses from competent authorities, organizations, and individuals regarding citizens' feedback.
(6) Comply with laws ensuring security, order, social safety, state secret protection, ensuring the legal rights and interests of authorities, organizations, and individuals.

Essential information in grassroots information activities includes:
(1) Information on the guidelines and policies of the Communist Party, the laws of the State, regulations of local party committees and authorities, and important events related to the residents.
(2) Information related to the residents:
- Information on projects, and programs for economic, cultural development, and social welfare within locality;
- Information pertaining to politics, economics, culture, society, and technical, scientific, and technological knowledge serving local socio-economic development;
- Information related to security, order, social safety, and local military affairs;
- Information on disaster prevention, search and rescue; fire prevention; emergency and disease outbreak response; disasters occurring locally or affecting the area;
- Good examples, commendable actions, pioneering individuals, and exemplary models in various fields;
- Information on measures to combat legal violations and negative phenomena in society;
- Information on necessary products and services supporting local residents' production and life.
(3) Other information as regulated by the law on information access and local democracy implementation laws.
