Under Circular 125/2007/TT-BTC, the funds for the management, care, consultation, and treatment of HIV-infected people, and the prevention of HIV transmission at these facilities are funded from the following sources:
1. State budget, including:
Funds allocated in the annual social security expenditures of relevant Ministries, central authorities, and local authorities according to the State Budget Law and its related guiding documents;
Funds for the HIV/AIDS prevention and control project under the national target program for the prevention and control of certain social diseases, dangerous epidemics, and HIV/AIDS during 2006-2010.
2. Contributions and donations from domestic and foreign agencies, units, organizations, and individuals;
3. Other legal funding sources.
The preparation, allocation, management, use, payment, and settlement of funds for the management, care, consultation, and treatment of HIV-infected people, and prevention of HIV transmission at facilities shall be conducted under the State Budget Law, the Accounting Law, existing guiding documents, and specific provisions in this Circular.
