According to the Official Telegram, recently, in the capital, several fires have occurred causing exceptionally serious consequences, affecting political security and the lives of the people. Faced with this situation, the City's Police and various levels and sectors of the City have proactively advised the City People's Committee on issuing numerous Programs, Plans, directives, and guidelines to implement fire prevention and fighting work and rescue work (fire safety and rescue) in the City area; especially, they advised the Party Committee of the City People's Committee to report to the Hanoi City Party Committee and the City People's Council on the approval of the Scheme to enhance the capacity and ensure fire prevention, fighting, and rescue safety in the Capital area for the period up to 2025, with orientation to 2030; this is a major task, with many key breakthrough solutions and important directional guidelines for the fire safety and rescue work of the Capital; conducted inspections on 37,375 boarding houses (achieving a rate of 100%), required 100% of investors to sign commitments to implement, to date, 4,999 establishments have completed immediate solutions to ensure fire safety; conducted inspections on 100% of establishments with high fire and explosion risks in the City area.

The Chairman of the City People's Committee acknowledges the efforts and achievements of all levels and sectors in Vietnam in recent times and directs as follows:

(1) Heads of Departments, branches, and central authorities of the City; Chairmen of People's Committees of districts, counties, district-level townships:

- Continue to closely follow goals and requirements, seriously, drastically, and effectively implement the directives of the National Assembly, the Government of Vietnam, the Prime Minister of the Government of Vietnam, the City Party Committee, the City People's Council, and the City People's Committee on fire safety and rescue work in the area; must really be concerned, proactive in performing state management functions and duties associated with fire safety and rescue work according to authority; focus, drastically direct, urge, inspect, and supervise compliance with laws, specific plans on fire safety according to the local area, field of management. Heads of units, departments, branches, and sectors of the City, Chairmen of district, county, district-level township People's Committees; commune, ward, commune-level township People's Committees must clearly identify that fire safety and rescue work are the tasks of the entire political system and all the people, not just of the Police force.

- Continue to promote the work of propaganda, disseminating knowledge and laws on fire safety and rescue widely to all classes of the people; focus on propagating measures and skills on fire prevention, firefighting, evacuation skills, escape skills, and handling situations when fires and explosions occur; continue to propagate and mobilize families, and families engaged in production and business to install early fire warning systems, equip local fire prevention, fighting means, tools, equipment for fire fighting, rescue, and create a second escape route,... to ensure safety and promptly handle when fire, explosion incidents occur. Strengthen the work of inspection, guidance, urging facility owners, household owners to rectify existing issues, shortcomings in fire safety as directed, recommended by competent authorities; resolutely handle, strictly handle violations, non-compliance with fire safety and rescue.

(2) The City Police Department, directly the fire safety and rescue police force along with various levels and sectors in the City continue to promote the achievements, strive harder in all tasks, always stand ready with force, means, plans, swiftly, promptly deploy firefighting, rescue, protect the safety of lives and property of the State and the people.

(3) The City Emulation - Commendation Board studies, proposes to the City to promptly commend, encourage collectives and individuals with outstanding achievements in fire safety and rescue work.
