Hanoi to issue guidelines for carrying out conservation and protection of wild animals

To carry out conservation and protection of wild animals in Vietnam

Official Dispatch 2072/UBND-KTN dated July 6, 2023 on conservation and protection of wild animals in Hanoi, Vietnam.

In this regard, the City People's Committee directs as follows:

(1) For the conservation and protection of wild and migratory birds:

** Request departments, agencies, city branches, People's Committees of districts, and Son Tay town to organize propaganda and thorough knowledge for officials and employees in the unit and the people not to hunt, trap, trade, slaughter, or use wildlife products, especially wild, migratory birds.

** Assign the Department of Agriculture and Rural Development to direct the Forest Protection Department:

- Strengthen the propaganda and dissemination of the provisions of the law on the protection of wild and migratory birds in the city.
under the direction of the Prime Minister in Directive 04/CT-TTg dated May 17, 2022, on a number of urgent tasks and solutions to conserve wild and migratory birds in Vietnam.

- Actively cooperate with local authorities to strengthen patrol and control of the Red River area in Hanoi, trading venues, bird markets, and areas where wild birds are caught and migrated in time to detect, prevent, and strictly handle violations in accordance with the law.

- Coordinate with functional agencies and local authorities in managing markets, business locations, and buying and selling birds (Hoang Hoa Tham, Yen Phuc...); organize inspection of bird business households to promptly detect, prevent, and strictly handle the hunting and trapping of birds from the wild and bringing them to markets.

- Direct the Forest Protection Departments to closely coordinate with the People's Committees of districts, towns, and cities to strengthen the management and protection of wild and migratory birds in the area.

To carry out conservation and protection of wild animals in Vietnam (Internet image)

** People's Committees of districts, towns:

- Direct specialized departments, People's Committees of communes, wards, and townships to organize propaganda of legal provisions on protection of migratory wild birds; strictly control people's organizations of hunting and trapping migratory wild birds.

- Coordinate with the Department of Agriculture and Rural Development to develop warning signs for the protection of wild and migratory birds along both sides of the Red River.

- The People's Committee of Ba Vi district shall assume the prime responsibility for, and coordinate with the Department of Agriculture and Rural Development and functional agencies in, strengthening the inspection and supervision work to prevent mechanical impact on the yard between Van Lang, Ba Vi district, the place with the best habitat and habitat for wild and migratory birds in the Red River area of Hanoi; at the same time directing the People's Committees of communes, towns, and functional agencies to strengthen the inspection and close supervision of people hunting and trapping wild and migratory birds in the area.
especially the area in the middle of Van Lang.

(2) For conservation and protection of langurs in Huong Son special-use forest, My Duc district.

** Assign Department of Agriculture and Rural Development:

- Direct the Forest Protection Department:

+ Strengthen communication on the protection of primates, especially the white-breeded langur discovered through investigation in Huong Son special-use forest in 2022; Develop a plan for conservation and protection of primates in accordance with the direction of the Prime Minister in Decision 628/QD-TTg dated May 10, 2017 on approving the emergency action plan for primate conservation in Vietnam to 2025 with a vision to 2030, to be completed before October 2023.

+ Coordinate with forest rangers of neighboring provinces (Ha Nam, Hoa Binh) and People's Committees of forested communes of 3 bordering provinces, Hanoi Protection, and Special-Use Forest Management Board to organize propaganda for people on the conservation and protection of primates, and at the same time strengthen the inspection and close monitoring of people's entry and exit into the forest, promptly detect and prevent violations, and strictly handle the violations under the law.

+ Direct the forest rangers to manage the area well to preserve and protect primates, focusing on the white-breeded langur:
Actively and in coordination with the People's Committees of communes, specialized departments of My Duc district and functional agencies strengthen inspection and supervision to improve efficiency in the conservation and protection of primates.

- Direct the Management Board of Protection and Special-Use Forests in Hanoi:

+ Develop a plan to organize the protection of primates.

+ Actively and in coordination with local authorities, functional agencies, and forest rangers to well perform conservation and protection of primates, especially the white-breeded langur, which was discovered in Huong Son special-use forest.

** Assign My Duc District People's Committee:

- Actively and closely coordinate with the Hanoi Department of Agriculture and Rural Development, People's Committees of districts of neighboring provinces (Ha Nam, Hoa Binh) in the conservation and protection of primates in general, and langurs in particular.

- Direct specialized departments, People's Committees of communes with forests, and functional agencies to strengthen communication on the conservation and protection of primates; organize close supervision of organizations and individuals entering and leaving the forest, tourists visiting, and participants in festivals; coordinate with functional agencies in patrolling and controlling to promptly detect, prevent, and strictly handle violations in accordance with law.

(3) Assign the Department of Finance to assume the prime responsibility for, and coordinate with the Department of Agriculture and Rural Development, the People's Committees of districts, towns, and functional agencies in advising the City People's Committee to arrange funding sources for the conservation and protection of migratory wild birds and langurs under the direction of the Prime Minister.

(4) Assign the City Police: Strengthen patrol, control, and strictly handle violations; Work closely with the Forest Service in the conservation and protection of wild animals in general, wild birds, migratory birds, and langurs in particular.
