Official Dispatch 2213/UBND-KSTTHC in 2023 deploying 02 groups of inter-connected administrative procedures:
Birth registration - Permanent residence registration - Issuance of health insurance cards for children under 6 years old and Death registration registration - Removal of permanent residence registration - Burial fee allowance" was issued by Hanoi City.

Perform tasks in documents: Resolution 97/NQ-CP dated July 8, 2023 of the Government on the Government's regular meeting in June 2023, and the Government's online conference with localities and Notice 5197/VPCP-KSTT dated 12/7/2023 of the Government Office on the direction of Deputy Prime Minister Tran Luu Quang on the proposal of the Ministry of Public Security; In which localities are requested to organize the implementation of 02 groups of interconnected administrative procedures: "Registration of birth - Registration of permanent residence - issuance of health insurance cards for children under 6 years old" and "Registration of death registration - Removal of permanent residence registration – Funeral allowance" from 10/7/2023.

The City People's Committee directs the implementation of 02 groups of interconnected administrative procedures: "Registration of birth - Registration of permanent residence - issuance of health insurance cards for children under 6 years old" and "Registration of death registration - Removal of permanent residence registration – Funeral allowance" under the direction of the Government's Resolution 97/NQ-CP dated July 8, 2023 as follows:

1. Departments and branches: City Police, Justice, Health, Labor - Invalids and Social Affairs, City Social Insurance, City People's Committee Office

- Pursuant to the guidance of the Ministries and branches in charge of directing the organization and implementation of processes in the branches and fields, the unit is in charge of: promptly updating professional and professional guidelines and regulations and coordinating the implementation for branches and units according to their fields of responsibility; regularly organizing professional training, additional procedures (if any) for the contingent of cadres, civil servants, and public employees at the grassroots level who directly implement the above two groups of interconnected administrative procedures during the implementation process.

- Promptly advising, guiding, and removing professional and professional problems during the implementation process.

2. People's Committees of districts, towns

- Directing units in the area to implement 02 groups of interconnected administrative procedures: "Birth registration - Permanent residence registration - Issuance of health insurance cards for children under 6 years old" and "Death registration - Removal of permanent residence registration - Funeral allowance" according to the provisions of Resolution 97/NQ-CP dated July 8, 2023 of the Government mentioned above.

- Organizing information, propaganda, and mobilization work when there is a need to participate in implementing 02 groups of interconnected public services "Registration of birth - Registration of permanent residence - Issuance of health insurance cards for children under 6 years old" and "Registration of death - Removal of registration of permanent residence - Burial fee allowance".

3. Department of Information and Communications: To assume the prime responsibility for, and coordinate with other departments and branches (City Police, Justice, Health, Labor - Invalids and Social Affairs, City Social Insurance, City People's Committee Office) and People's Committees of districts, towns in the area to promote communication and guide the implementation of the group of inter-related administrative procedures for people to understand the meaning and benefits, thereby increasing the number of records made through the public service.

4. Assigning the City People's Committee Office to coordinate with agencies and units in the implementation process; promptly summarize difficulties and problems, report them to the City People's Committee for consideration and decision.
