Hanoi: Strengthen and rectify occupational safety and hygiene

Recently, the Hanoi City People's Committee has requested to strengthen and rectify the occupational safety and hygiene in the City.

On June 18, 2024, the People's Committee of Hanoi issued Official Dispatch 1935/UBND-KGVX regarding strengthening management and rectifying labor safety and hygiene in Hanoi.

Hanoi: Strengthen and rectify occupational safety and hygiene

In order to strengthen state management on labor safety and hygiene and promptly rectify labor safety work, fire and explosion prevention, ensuring the right to work safely for workers, ensuring the stable development of enterprises and society, reducing labor accidents in the capital city, the People's Committee requests all Departments, city agencies, district People's Committees, district-level towns, Corporations, units, businesses in Hanoi to focus on implementing the following contents:

(1) Department of Labor, Invalids and Social Affairs (standing agency of the City Labor Safety and Hygiene Council)

- Enhance information and propaganda to raise awareness of employers and employees about labor safety and hygiene. Publicly announce violations of units involved in serious labor accidents and fatalities on media channels to make organizations and individuals aware of the need to comply with labor safety and hygiene laws.

- Strengthen guidance, inspections, and sudden inspections on compliance with labor safety and hygiene laws; management and use of machines, equipment, and materials with strict labor safety requirements; industries and jobs with high labor accident risks such as boilers, pressure equipment, elevators, lifting devices, jobs with strict labor safety requirements, etc.; safety and hygiene training units; labor safety technical inspection units; labor environment monitoring units; appraisal and certification of group 2 products; strictly handle organizations and individuals violating labor safety and hygiene laws.

- Conduct timely investigations and handle violations of labor safety and hygiene laws; recommend criminal prosecution for organizations and individuals causing fatal labor accidents or serious technical incidents breaching national labor safety regulations, standards, and technical norms.

- Regularly inspect, monitor, urge, and remind related units to organize implementation; periodically summarize, report to the City People's Committee and the Ministry of Labor – Invalids and Social Affairs as regulated.

(2) Department of Health

- Direct related units to strengthen information and propaganda to raise awareness of employers and employees about labor safety and hygiene. Enhance inspections and consultancy activities for enterprises to improve working conditions, reduce environmental pollution to prevent and limit labor accidents and occupational diseases.

- Regularly inspect compliance with labor environment monitoring laws for enterprises; strictly handle organizations and individuals violating labor safety and hygiene laws.

(3) Department of Construction

- Direct related units to strengthen state management according to assigned functions and tasks; frequently inspect and ensure strict compliance with labor safety and hygiene laws, especially for key projects; resolutely suspend construction sites that do not ensure worker safety and the surrounding areas; strictly handle law violations by construction units failing to follow Decree 06/2021/ND-CP dated January 26, 2021, of the Government of Vietnam detailing certain contents on quality management, construction, and maintenance of construction works and National Technical Regulation QCVN 18:2021/BXD on Safety in Construction issued under Circular 16/2021/TT-BXD dated December 20, 2021, of the Ministry of Construction.

- Enhance management of machinery and equipment with strict labor safety requirements particular to the construction industry, such as tower cranes, cage hoists, formwork systems, etc., on construction sites, especially those adjacent to residential areas and roads.

- Guide district-level People's Committees and district-level towns to strengthen construction management in their areas; resolutely suspend private and residential building projects along roads that do not ensure construction methods and safety measures; particularly high-rise buildings and resettlement areas utilizing elevators, continue managing them according to Circular 06/2019/TT-BXD dated October 31, 2019, of the Ministry of Construction on management and use of apartment buildings.
