Hanoi Propagates Platforms, Applications under Scheme 06 of the Government of Vietnam

On June 20, 2024, the Hanoi People's Committee issued Plan 188/KH-UBND regarding the information and propaganda of several platforms and applications of Scheme 06 of the Government of Vietnam in the Hanoi city area. To be specific:

(1) Propaganda Content

- Propagate the meaning, goals, and importance of platform products and applications in the implementation of Scheme 06 of the Government of Vietnam in the Hanoi city area, including: 19 tasks assigned in Notification of Conclusion 3151/TB-TCTTKDA dated April 18, 2024, of the Task Force for the implementation of Scheme 06 of the Government of Vietnam, with a focus on the applications:

+ i-Hanoi (Digital Capital Citizen);

+ Electronic health record on VNeID;

+ Online criminal record issuance on VNeID;

+ Cashless payment at static bus stations;

+ Implementation of electronic invoices generated from cash registers;

+ Smart, paperless meeting room E-Cabinet.

- Propagate the rights and benefits of the citizens and businesses when using platform products and applications in the implementation of Scheme 06 of the Government of Vietnam in Hanoi city area, as announced at the Operation Launch Ceremony of some platform applications of Scheme 06/the Government of Vietnam in Hanoi city according to Plan 178/KH-UBND dated June 11, 2024, of the Hanoi People's Committee.

- Prioritize propaganda for citizens and businesses to understand the practical benefits of actively participating in the applications under Scheme 06/the Government of Vietnam. Strongly advocate the legal obligations, rights, and benefits to each specific organization, individual, and business operating in the sectors assigned to enhance awareness, create a positive spreading effect throughout society, respond and participate with the Communist Party and government in successfully implementing Scheme 06/the Government of Vietnam in general and in Hanoi area particularly.

- Propagate the results of platform application in the implementation of Scheme 06/the Government of Vietnam and digital transformation in Hanoi city area; feedback from citizens and businesses when using the application; the existing limitations and reasons during the implementation of some applications and platforms of Scheme 06/the Government of Vietnam in the City; remedial solutions to summarize experiences and widely implement them across the country.

(2) Propaganda Methods

- Information and propaganda about platform products and applications of Scheme 06/the Government of Vietnam in Hanoi city area through various city press forms: Hanoi Radio and Television, Hanoimoi Newspaper, Economic & Urban Newspaper, Lao dong Thu do Newspaper, Tuoi tre Thu do Newspaper, Phu nu Thu do Newspaper…

- City Information Portal and its components (including: City Administrative Reform Special Page; Portals/Information pages of the City’s agencies, units, and social network channels of the City).

+ Regularly update information on the Portals/Information pages of the administrative agencies of Hanoi city regarding platform utilities and applications in the implementation of Scheme 06/the Government of Vietnam in the City.

+ Enhance spreading news, articles, and propaganda videos on the “Hanoi Capital - Vietnam” Facebook social network.

- On mass communication means

+ Coordinate with central and local press agencies (Vietnam Television, Voice of Vietnam, Vietnam News Agency, Portal of the Government of Vietnam, and Portals of other provinces and cities, central and local press agencies) to establish special pages, fixed programs aired during "golden" hours, popular programs with readers/viewers/listeners; intensify the use of new and modern forms of journalism (such as: infographic, mega story, podcast, news clip, discussions, dialogues, online exchanges…) about platform products and applications in the implementation of Scheme 06/the Government of Vietnam in the Hanoi city area.

+ Diversify information provision methods to the press such as press releases, information supply conferences, document issuance…

- On the Portals/Information pages of Departments, branches, unions, People's Committees of districts, district-level towns, and grassroots information system; social networks (Zalo, Facebook…)

+ Propagate through various grassroots information types (radio broadcast, grassroots propagandists and reporters, public bulletin boards, electronic bulletin boards, leaflets, grassroots information documents) and other forms.

+ Enhance spreading news, articles, and propaganda videos about the applications on Zalo, Facebook social networks, and general information portals.
