Hanoi: Organizational System of the Communist Party of Vietnam

According to the provisions of the Charter of the Communist Party of Vietnam 2011 and Regulation 29/QD-TW, the organizational system of the Communist Party of Vietnam is structured according to the administrative divisions at the commune, ward, town; district, township, provincial city; provincial, municipal, and central levels. To be specific:

Unit Leading authority Subordinate authority
Central Level

- The highest leading authority the National Congress of Delegates;

- The leading authority of the two congresses is the Central Executive Committee consisting of the Politburo and the Secretariat

- CPV Committees of provinces and municipalities;

- Other Central Committees of CPV: CPV Committee of Central Agencies Bloc, CPV Committee of Central Business Bloc; CPV Committee of the Military; CPV Committee of Central Public Security, and Overseas CPV Committees.

Provincial Level Executive Committee of provincial and municipal CPV Committees (provincial committee, city committee)

- District, township, and city-level CPV Committees under the province;

- CPV Committees at a level directly above the grassroots (equivalent to the district level) under the provincial committee, city committee, and central bloc CPV Committees;

- Certain important grassroots Party organizations with a large number of members and many subordinate Party organizations granted certain upper-level powers;

- Important grassroots CPV Committees and cells under provincial committee, city committee, central bloc CPV Committees, Central Military Commission, and Central Public Security CPV Committee.

District Level Executive Committee of district, township, and city-level CPV Committees under the province

- Grassroots CPV Committees and cells in communes, wards, and towns;

- Grassroots CPV Committees in agencies, enterprises, public service providers, and armed forces under the district CPV committee, town CPV committee, and equivalent.

Commune Level Executive Committee of grassroots CPV Committees and cells in communes, wards, and towns (CPV Committee, CPV Cell )

- Subordinate CPV Committees under the Executive Committee of grassroots CPV Committees (where there are many members);

- Cells under the Executive Committee of grassroots CPV Committees;

- CPV groups under grassroots cells.
