This is a noteworthy regulation in Circular 53/2019/TT-BGTVT issued by the Vietnam Ministry of Transport on December 31, 2019 on the price and price range of aviation-related services at airports and aerodromes of Vietnam.
According to the regulations, collectors of service charges are providers of air control services for flights to and from Vietnam airports and aerodromes. Meanwhile, payers of service charges are transport service providers owning aircrafts making flights to and from Vietnam airports and aerodromes.

Under Article 9 of Circular 53/2019/TT-BGTVT, service price applied to international flights shall be calculated for each arrival or departure control session at Vietnam airports and aerodromes. To be specific:

In addition, this Circular stipulates that service price applied to domestic flights shall be calculated for each arrival and departure control sessions at Vietnam airports and aerodromes. To be specific::

Moreover, price calculation in special cases are guided in Circular 53/2019/TT-BGTVT as follows:
- Prices equal to 50% of the prices specified in Clause 3 and Clause 4 of this Article (based on air routes from point of departure to point of arrival) shall be applied based on respective MTOW to: vertical takeoff aircrafts and other flying vehicles other than aircrafts and aircrafts operated by vision-based autopilots; aircrafts that are compelled to land at other locations (other than the originally intended locations) due to force majeure (weather, technical difficulties, passenger emergency, terrorists, criminals, etc.); aircrafts conducting flights to improve tracking devices, landing due to technical reasons, conducting positioning flights to points of departure or arrival at Vietnam..
- Prices equal to 30% of the prices specified in Clause 3 and Clause 4 of this Article shall be applied to: aircrafts conducting pilot training flights (not in combination with commercial purposes); aircrafts compelled to return to points of departure 30 minutes or more after takeoff due to reasons other than aircraft control.
- In case point of departure and point of arrival are the same, calculate based on actual distance (km) the aircraft is controlled. Actual aircraft control range (S) is determined using following formula: S= Vht x T x 70%. In which:

- “Vht” refers to cruise speed of the aircraft publicized in dossiers of aircraft manufacturer, expressed by km/h
- “T” refers to actual flying time of the aircraft;
- In case air control is the cause, air control service providers for flights arriving at and departing from airports and aerodromes shall enter into agreements with users of such air control services to reasonably deal with actual payments arising due to return to points of departure of aircrafts.
