Recently, the Vietnam Ministry of Education and Training has issued Circular 23/2020/TT-BGDDT amending the Regulations on standards, procedures for composing, and revising textbooks; standards for organizations and individuals composing textbooks; as well as the organization and activities of the National Textbook Assessment Council as attached to Circular 33/2017/TT-BGDDT.

According to Circular 23/2020/TT-BGDDT, the textbook assessment organization handles the assessment results as regulated as follows:
- In the case that the textbook sample is assessed as "Qualified" by the Council, the assessment organization shall complete the dossier, prepare an assessment report, and the draft decision to be submitted to the Minister of Education and Training for consideration and approval for use.
- In the case that the textbook sample is assessed as "Qualified but needs revisions" in the first assessment round, the assessment organization shall submit a notification document to the Minister of Education and Training to inform the applicant to revise and supplement the dossier and submit it to the Ministry of Education and Training for re-assessment. The maximum duration for revision and supplementation is 30 days from the date of issuance of the assessment results notification by the assessment organization.
- In the case that the textbook sample is assessed as "Unqualified" in the first assessment round, "Unqualified" or "Qualified but needs revisions" in the second assessment round, the assessment organization shall notify the assessment results to the applicant. If the organization or individual wishes to continue compiling the textbook, the textbook sample must be reconstructed for a new assessment, similar to the initial assessment.
