Hanoi Cultural Development under the Law on Capital 2024 of Vietnam

The development orientation of culture for the Capital of Vietnam is stipulated in the Capital Law 2024, which includes focusing resources on preserving and promoting the cultural value of monuments and heritage.

The capital is the nation’s political - administrative center, the location of the central agencies of the Communist Party, the State, and socio-political organizations, diplomatic missions, and international organizations; it is a centrally-administered city, a special-class urban area, a major center for economics, culture, education, training, science and technology, and international integration of the entire country.

According to the Law on Capital 2024, the protection and development of the capital's culture must be commensurate with the thousand-year-old tradition of Thang Long - Hanoi; to build Hanoi as the center of convergence and crystallization of the nation's culture; to cultivate the culture of elegant, refined, sentimental, civilized Hanoians, representing the culture, conscience, and dignity of the Vietnamese people.

The City People's Council stipulates measures to prioritize resources for the protection and development of the capital's culture; investment in resources to manage, exploit, and utilize effectively to meet the requirements of protecting, developing the capital's culture, and integrating internationally.

The following areas, relics, heritage sites, and structures will receive concentrated resources to protect and promote their cultural values, including:

- Ba Dinh District;

- The historical site of President Ho Chi Minh's Memorial at the Presidential Palace; President Ho Chi Minh's Mausoleum, Ho Chi Minh Museum;

- The Central Sector of the Imperial Citadel of Thang Long, the Temple of Literature - Quoc Tu Giam, and other cultural heritages recognized by the United Nations Educational, Scientific and Cultural Organization (UNESCO) as world cultural and natural heritage, intangible cultural heritage representative of humanity, intangible cultural heritage in urgent need of safeguarding, documentary heritage under the Memory of the World Program;

- The Co Loa Citadel and other nationally significant relics, national relics, national treasures, intangible cultural heritage listed as national intangible cultural heritage within the City; City-ranked relics; cultural heritage items listed in the inventory;

- Hoan Kiem Lake area, West Lake area;

- Ancient streets, ancient villages, craft villages, villages with notable traditional crafts;

- Valuable architectural works.

The City People's Council issues a list of areas, relics, heritage sites, and structures that need to be concentrated on to protect and promote their cultural values; the list of characteristic streets and blocks of cultural and historical value, the list of valuable architectural works to be restored, protected, and promoted; regulations on the establishment of management dossiers for valuable architectural works, support for individuals and organizations to renovate, protect valuable areas, and architectural works with multiple owners.

Responsibilities to build, develop, manage, and protect the Capital of Vietnam

- Building, developing, managing, and protecting the Capital is a regular, direct, and continuous task of all levels of government and the people of Hanoi; it is the responsibility of the agencies, organizations, armed forces, and the people of the entire country.

- The Vietnam Fatherland Front and its member organizations are responsible for propagandizing and mobilizing domestic people and overseas Vietnamese to participate in building, developing, managing, and protecting the Capital.

- The State prioritizes investment and attracts resources to promote the potential and strengths of the Capital to build, develop, manage, and protect the Capital.
