Appointment of Vietnamese public employees who passed the Exam for rank promotion to professional title within 15 days

Specifically, Article 41 of Decree 115/2020/ND-CP stipulates that public employees who meet the standards and conditions specified in points a, b, and c of clause 1 of Article 32 of this Decree may be specially considered for promotion to a higher professional title when recognized and appointed to a title that requires a higher professional title than the current one according to the specialized legal provisions.

The head of the public service unit should submit a document with copies of the documents proving the standards and conditions for special promotion of public employees to the head of the competent authority managing public employees for consideration and decision.

No later than 15 days from the date of receiving the list of public employees who passed the exam or were considered for rank promotion to the professional title, the head of the competent authority managing public employees shall appoint and set the salary for successful candidates as follows:

• For exams or considerations for rank promotion to Grade I professional title: The head of the competent authority managing public employees shall decide on the appointment and salary setting for successful candidates after reaching a consensus with the Ministry of Home Affairs (for state public service units) or the Central Organizing Committee (for public service units of the CPV, Vietnam Fatherland Front, and socio-political organizations).
• For exams or considerations for rank promotion to Grades II, III, and IV professional title: The head of the competent authority managing public employees shall decide based on authority or decentralization to appoint and set salary for successful candidates.

The salary arrangement for the newly appointed professional title shall be performed according to current regulations.
