Circular 12/2018/TT-BGTVT on regulations for disaster prevention and control in the field of inland waterways was issued on March 28, 2018. This circular provides detailed regulations on handling situations when disasters occur.
To be specific: according to Circular 12/2018/TT-BGTVT, the handling of situations when natural disasters occur is carried out as follows:
1. When a natural disaster occurs, the leaders of agencies, units managing, performing the task of prevention and control of natural disasters in inland waterway transportation, enterprises must be proactive in operating their organization to implement the prepared plan and choose an appropriate plan to handle the incident, ensuring the highest efficiency.
2. Adhere to the principle of 4 on-site (forces, means, logistics, and command); coordinate closely with local natural disaster prevention and control forces to jointly perform.
3. In case of a serious incident exceeding the capacity of personnel, materials, equipment of the unit must quickly report to the higher level for direction on mobilization and inform related agencies, units for support and assistance to minimize damage caused by natural disasters.
4. Immediately mobilize shock forces, equipment, means of transport to deploy rescue efforts for people, properties, vehicles, and constructions in the disaster area.
5. Ensure smooth communication, direct command and operation of the agency, unit over subordinate units; promptly compile and report the developments, incidents, and damage caused by natural disasters to higher-level agencies, units as prescribed.
