Circular 11/2024/TT-BTNMT stipulates regulations on the summary, handling of office and field information on current land survey and assessment in Vietnam.

1. Summarizing, handling internal and external information regarding land survey, assessment of quality and potential of land in Vietnam

According to Article 13 of Circular 11/2024/TT-BTNMT stipulating the summarization, handling of internal and external information regarding land survey, assessment of quality and potential of land in Vietnam as follows:

Summarizing and handling survey results

- Reviewing, comparing, modifying, and supplementing information to ensure accuracy and consistency of survey results between the field survey map with the profile description, survey image, soil specimen, and survey data table;

- Creating a statistical table of the profile survey list and soil samples; arranging soil specimens, soil samples, and profiles according to the list; selecting soil samples for analysis; handing over soil samples to the analysis unit.

Soil sample analysis

- Analysis criteria include: total microorganisms; mechanical composition (sand, silt, clay); bulk density; specific gravity; soil acidity (pHKCl); total organic matter (OM%); total nitrogen (N%); total phosphorus (P2O5%); total potassium (K2O%), CEC. For coastal areas, additional total sulfur and total soluble salt criteria are analyzed.

- Soil sample analysis method according to the provisions in Section III Part A of Appendix II issued with Circular 11/2024/TT-BTNMT.

Summarizing, handling information for soil quality assessment

- Identifying and classifying soil quality assessment criteria as prescribed in Section I Part C of Appendix II issued with Circular 11/2024/TT-BTNMT;

- Summarizing geographical survey results including types of soils and soil thickness;

- Summarizing geographical survey results on terrain (slope or relative terrain);

- Summarizing analysis results on physical, chemical, and biological properties of soil according to types of soils and types of land;

- Summarizing climatic survey results (rainfall, total thermal accumulation, number of dry months).

Summarizing, handling information for assessing the land potential for current land types and land use orientation

- Identifying and classifying the land potential evaluation criteria as prescribed in Section II Part C of Appendix II issued with Circular 11/2024/TT-BTNMT;

- Identifying the area of each type of land in each survey plot;

- Summarizing water policies survey results by land type in each survey plot;

- Summarizing economic efficiency evaluation results for each plot and each area in the survey site;

- Summarizing social efficiency evaluation results for each plot and each area in the survey site;

- Summarizing environmental efficiency evaluation results for each plot and each area in the survey site;

- Summarizing, handling information to evaluate the land potential for different types of land to serve land use orientation.

Building a report on summarization and handling of internal and external information.

2. Summarizing, handling internal and external information on land degradation survey and evaluation

Summarizing and handling survey results

- Reviewing, comparing, modifying, and supplementing information to ensure accuracy and consistency of survey results between the field survey map with the degradation forms description, survey image, and survey data table;

- Selecting analysis results as prescribed at point d, clause 3, Article 13 of Circular 11/2024/TT-BTNMT for upper layer soil samples of profiles.

Summarizing and handling information for land degradation assessment

- Identifying and classifying land degradation assessment criteria as prescribed in Part C of Appendix III issued with Circular 11/2024/TT-BTNMT;

- Summarizing survey results as prescribed at points b, c, d, e clause 3 and point c clause 4, Article 13 of Circular 11/2024/TT-BTNMT;

- Summarizing survey results for degraded soil evaluation such as nutrient-depleted land; eroded land; drought, desertification, and sedimentation land; compacted and laterite land; saline land; acid sulfate soil according to the classification criteria prescribed at point a, clause 2, Article 21 of Circular 11/2024/TT-BTNMT.
