Handling Cases of Endangered, Precious, and Rare Animals Attacking Humans

The Government of Vietnam recently signed and promulgated Decree 06/2019/ND-CP on the management of forest plants, endangered, precious, and rare forest animals, and the implementation of the Convention on International Trade in Endangered Species of Wild Fauna and Flora.

According to the guidance in Decree 06/2019/ND-CP, in cases where endangered, precious, and rare wild animals encroach upon or threaten human lives and property, the measures are as follows:

- In cases where endangered, precious, and rare wild animals seriously threaten to encroach upon human property or lives, organizations and individuals must apply measures to chase away these animals, minimizing harm to them, and immediately inform the Forest Protection Department or the nearest Commune or District People's Committee.- In cases where endangered, precious, and rare wild animals directly threaten human lives outside special-use and protection forests, after having applied measures to chase them away without success, the Chairman of the District People's Committee decides and directs the trapping, capturing, or shooting of that animal.- Handling specimens of wild animal species after trapping, capturing, or shooting shall be conducted in accordance with the provisions of Article 10 and Article 32 of Decree 06/2019/ND-CP.
