Hackers Attacking Networks, Possible Criminal Prosecution!

Recently at Tan Son Nhat and Noi Bai airports, a congestion incident occurred due to the network system being attacked by a Chinese hacker group. This situation has caused delays in the "check-in" procedure and passengers participating in scheduled flights have experienced delays.

Very promptly, the authorities promptly shut down the entire airport's internal network system to prevent hackers from inserting distorted content and devised solutions for airport activities such as switching to manual flight check-in processes, supplementing check-in counters, and enhancing security forces stationed in the waiting area to guide and reassure passengers. Overall, the incident was rectified, and the flight schedule and passenger safety were ensured.

Following the incidents at Tan Son Nhat and Noi Bai airports, Da Nang airport has increased the security of all systems to prevent remote interference. For devices that can be directly interfered with, security has been beefed up to observe and monitor through cameras. Although the hackers' intentions were thwarted, the entire security system needs to be more vigilant.

According to Vietnamese law, hacking activities constitute legal violations. In recent years, there have been numerous cyber-attacks causing severe economic consequences as well as hindering the overall development of the national technological system. Hence, the Cyber Information Security Law was enacted to help counteract and prevent these violations. Article 7 of the Cyber Information Security Law 2015 stipulates six prohibited acts as follows:

- Obstruction of information transmission on the network, unlawful interference, access, harm, deletion, alteration, copying, and distortion of network information.- Illegally affecting or obstructing the normal operation of the information system or user access to the information system.- Illegally attacking, disabling, or nullifying the measures designed to protect the cybersecurity of the information system; attacking, seizing control of, or sabotaging the information system.- Disseminating spam, malicious software, establishing fake information systems for fraudulent purposes.- Illegally collecting, using, disseminating, or trading in personal information of others; exploiting system vulnerabilities to gather or extract personal information.- Illegally infiltrating encrypted secrets and legitimate encrypted information of agencies, organizations, or individuals; disclosing information on civil cryptographic products, or information about customers legally using civil cryptographic products; using or trading in unidentified civil cryptographic products.

Simultaneously, individuals who commit such violations will, depending on the nature and extent of the violation, be subject to disciplinary actions, administrative penalties, or criminal prosecution; if damages are caused, they must compensate in accordance with the law.
