The Minister of Industry and Trade has just signed and promulgated Circular 40/2019/TT-BCT providing guidance on the implementation of emulation and commendation work in the Industry and Trade sector.
The time of receiving the application for commendation based on merit and achievements for collectives and individuals is detailed by the Ministry in Article 19 of Circular 40/2019/TT-BCT as follows:

- For annual commendations for emulation titles and rewards under the authority of the Minister of Industry and Trade, and the "Emulation Flag" of the Government: follow the commendation guidance document of the Ministry of Industry and Trade;
- For the "National Emulation Soldier" title: applications must be sent to the Ministry of Industry and Trade no later than June 30 each year (postmark date);
- For Orders, Medals, Certificates of Merit from the Prime Minister of the Government of Vietnam (commendation based on merit and achievements): applications must be sent to the Ministry of Industry and Trade no later than April 29 each year (postmark date);
- For emulation titles and rewards such as: "Advanced Worker"; "Grassroots Emulation Soldier"; "Advanced Labor Collective"; "Excellent Labor Collective"; Certificates of Merit under the authority of the unit's head: the unit's head decides the time for receiving applications and completes the commendation review before January 31 each year.
Additionally, the time for receiving applications for unexpected commendations and topic-specific commendations: applications must be sent no later than 45 days from the date of achieving the unexpected accomplishment or after finishing the topic-related work.
The time for appraisal and announcement of commendation results shall comply with point b, Clause 2, Article 48 of Decree 91/2017/ND-CP.
The Circular stipulates the time for announcing commendation results as follows:
a) Within 07 working days from the date the Minister of Industry and Trade signs the decision for commendation or from the date of receiving the commendation decision from the competent authorities, the Office of the Ministry shall notify the unit proposing the commendation;
b) For cases that do not meet the conditions, standards, or required documents, within 15 working days from the date of receiving the complete application, the Office of the Ministry shall notify the unit proposing the commendation;
c) In cases where the application is not sent through the proper channels, within 05 working days from the date of receiving the application, the Office of the Ministry shall notify and return the application to the unit proposing the commendation.
