Circular 15/2017/TT-BTTTT was issued by the Ministry of Information and Communications on June 23, 2017, providing guidance on the statistics of communal post office-cultural points.
Accordingly, Circular 15 stipulates that the commune postal and cultural point is a service point in the public postal network assigned by the State to Vietnam Post Corporation for construction, maintenance, and management. These points perform the following tasks: providing public postal services and other business services; organizing reading activities for books, newspapers, and publications; accessing the Internet; receiving and implementing programs and projects serving the development of information and communication in rural areas, and other State programs and projects concerning rural areas.
Postal points are primarily assigned in provinces/cities under the Central Government and are announced annually.
Additionally, Circular 15 specifies that the source of data used for statistical purposes regarding commune postal and cultural points is derived from statistical policies reports of the Information and Communication sector. The unit responsible for data collection is the Postal Department.
