Guidelines on the Order of Procedures for Proposing National-Level Commissioned Tasks

Recently, the Minister of National Defense signed and issued Circular 180/2019/TT-BQP, stipulating the order and procedures to propose and determine commissioned science and technology tasks within the Ministry of National Defense.

According to the regulations, the proposal for national-level commissioned science and technology tasks (hereinafter referred to as national-level commissioned tasks) are science and technology tasks of the national level proposed by the Ministry of National Defense for the Ministry of Science and Technology to commission organizations and individuals with competent capacities to implement.

Article 12 of Circular 180/2019/TT-BQP provides guidance on the procedures and formalities for proposing national-level commissioned tasks through the following steps:

Step 1: Based on the requirements and tasks, agencies and units under the Ministry of National Defense send proposals for national-level commissioned tasks to the Ministry of National Defense (via the Department of Military Science) before the 15th of the second month of each quarter. Proposals are made according to the form stipulated in Article 10 of Circular 07/2014/TT-BKHCN as amended, supplemented in Clause 8, Article 1 of Circular 03/2017/TT-BKHCN.

Step 2: The Director of the Department of Military Science is responsible for advising on proposals for national-level commissioned tasks following the directives of the Head of the Ministry of National Defense and the practical requirements of the Army.

Step 3: The Department of Military Science compiles a list of proposed national-level commissioned science and technology tasks as stipulated in Clauses 1 and 2 of this Article, organizes the advisory council, and constructs the proposal for national-level commissioned tasks. This proposal is then submitted to the Head of the Ministry of National Defense for consideration and decision, and sent to the Ministry of Science and Technology in the last month of each quarter.

Subsequently, based on the results of the advisory council's work, the Department of Military Science reviews the conclusions regarding tasks agreed upon by the advisory council but for which the council members have not reached consensus on objectives, requirements, content, and research products. If necessary, the Department of Military Science may seek the opinions of 2 to 3 independent consultants or establish another advisory council to consider the differing opinions. The proposals for tasks that the advisory council deems eligible for implementation are compiled into a list of national-level commissioned tasks.

This list of national-level commissioned tasks is submitted for the opinions of relevant agencies and the General Staff (for science, engineering, and technology tasks) before being presented to the Head of the Ministry of National Defense. After seeking the required opinions, the list of national-level commissioned tasks is submitted to the Head of the Ministry of National Defense for resolution and sent to the Ministry of Science and Technology for commissioning according to the regulations in Article 10 of Circular 07/2014/TT-BKHCN as amended and supplemented in Clause 8, Article 1 of Circular 03/2017/TT-BKHCN.
