Recently, Circular 22/2018/TT-BTTTT has been issued by the Ministry of Information and Communications regarding the List of Imported and Exported Goods in the field of printing and publishing distribution. This document replaces Circular 41/2016/TT-BTTTT.

According to the provisions of Circular 22, imported and exported goods in the field of publishing will be managed as follows:

- The procedures, formalities, and dossier for the confirmation of registration for importing publications for business purposes for goods listed in Section I.1 shall be implemented in accordance with Article 39 of the Publishing Law and Circular 23/2014/TT-BTTTT.- The procedures, formalities, and dossier for the issuance of import licenses for non-business publications for goods listed in Section I.1 shall be implemented in accordance with Article 41 of the Publishing Law and Circular 23/2014/TT-BTTTT.- Goods listed in Section I.1 that do not require an import license as stipulated in Clauses 1 and 2 of Article 42 of the Publishing Law are not subject to the management measures of this Circular.- Goods listed in Section I.1 containing content in violation of the provisions of Clause 1, Article 10 of the Publishing Law are prohibited from import under any form.
