Guidelines on election, usage, and management for officials working in wards and communes in Da Nang City from January 1, 2025, is stipulated in Decree 170/2024/ND-CP.

On December 27, 2024, the Government of Vietnam issued Decree 170/2024/ND-CP guiding the organization of urban government in Da Nang City.

The election, utilization, and management of officials working at wards and communes in Da Nang City are carried out according to the provisions in Article 14 of Decree 170/2024/ND-CP as follows:

- The election, utilization, management, removal, dismissal, and resignation of officials working at wards and communes in the city are conducted in accordance with the Law on Officials and Civil Servants, Law on Organization of Local Government 2015, Law on Election of National Assembly Deputies and People's Council Deputies 2015, and other relevant legal provisions, as well as the charter and regulations of the Communist Party and central political-social organizations.

- Following the approval of election results or appointment to positions of officials working at wards and communes by the competent authority, the Chairman of the City People's Committee bases on the professional standards and career criteria of the official rank to issue a decision on appointment to the official rank and salary arrangement for commune-level officials. This decision holds the equivalence to a recruitment decision particularly for those who are not already officials, to consider job arrangements and assignment according to Clause 4, Article 14 of Decree 170/2024/ND-CP.

- The leadership position allowance for officials working at wards and communes in the city is implemented according to the Government of Vietnam's regulations on the management of commune-level officials.

- Depending on the work requirements or upon vacating a position, officials working at wards and communes are arranged, assigned work, transferred, or moved to become officials working at wards and communes or officials from a district level if they meet the standards and conditions of the new job position. Appointment to the official rank and salary arrangement for the new job position is executed under the legal management regulations of officials.

According to Article 15 of Decree 170/2024/ND-CP, the recruitment, utilization, and management of officials working at District People's Committees and People's Committees of wards and communes in Da Nang City are as follows:

- The City People's Committee, the Chairman of the City People's Committee, executes or delegates, authorizes the specialized agencies under the City People's Committee regarding internal affairs, District People's Committee, the Chairman of the District People's Committee to implement recruitment, utilization, and management of officials working at the District People's Committee, and officials working at People's Committees of wards and communes.

- The recruitment, utilization, and management of officials working at District People's Committees and People's Committees of wards and communes are carried out according to the Law on Officials and Civil Servants 2008, the Government of Vietnam's regulations on recruitment, utilization, and management of officials, and the provisions in Decree 170/2024/ND-CP.

For the position of the Chief of the Commune Military Command, appointments are made in accordance with Point dd, Clause 1, Article 23 of the Law on Militia and Self-Defense 2019. The appointment decision concurrently serves as the recruitment decision for those not already considered officials.
