Guidelines on the Dossier, Order, and Procedures for Issuance of Evaluator Cards

Decree 31/2015/ND-CP guiding the 2013 Employment Law on the assessment and issuance of national vocational skills certificates was promulgated on March 24, 2015.

Decree 31/2015/ND-CP stipulates the dossier, procedures for issuing evaluator cards as follows:

The dossier requesting the issuance of an evaluator card includes:

- A declaration requesting the issuance of an evaluator card by the individual, accompanied by 02 (two) color photos sized 3x4 cm;

- A copy of documents proving the fulfillment of one of the conditions specified in Clauses 2, 3, 4, 5, and 6 of Article 11 of this Decree, and the original for verification.

Procedures for issuing an evaluator card:

- The person requesting the issuance of an evaluator card shall directly submit 01 (one) set of the dossier requesting the issuance of the evaluator card to the Ministry of Labour - Invalids and Social Affairs when attending the national vocational skill assessment training course;

- Upon receiving the dossier as stipulated in Clause 1 of this Article, the person assigned to receive the dossier is responsible for checking and verifying it. In cases where the dossier is insufficient or invalid, they shall immediately guide the applicant to supplement and complete the dossier. If the dossier is complete as regulated, the competent authority is responsible for issuing the evaluator card immediately after the completion of the national vocational skill assessment training course.

Authority for issuing, reissuing, revoking, and withdrawing evaluator cards:

- The Ministry of Labour - Invalids and Social Affairs is the competent authority to issue, reissue, revoke, and withdraw the issued evaluator cards.

- The evaluator card issued by the Ministry of Labour - Invalids and Social Affairs must clearly state the profession and the levels of vocational skills permitted to assess. The Ministry of Labour - Invalids and Social Affairs promulgates the form of the evaluator card and the sample documents belonging to the dossier requesting the issuance of the evaluator card; organizes the compilation of the program and materials for the national vocational skill assessment training and organizes the training for the issuance of the evaluator card.
