The following article contains content regarding the application of Building Information Modeling (BIM) in construction activities in Vietnam from December 30, 2024, as stipulated in Decree 175/2024/ND-CP.

On December 30, 2024, the Government of Vietnam issued Decree 175/2024/ND-CP guiding the Construction Law 2014 (amended in 2020) on the management of construction activities.
The application of Building Information Modeling (BIM) in construction activities and digital technology solutions in Vietnam is implemented as stipulated in Article 8 of Decree 175/2024/ND-CP as follows:
- The application of BIM in construction activities is regulated as follows:
+ Applicable to projects with a scale from group B upwards at the time of project preparation and only required to apply to new construction works of grade II and above within the project;
+ For constructions not falling under the provisions at point a, clause 1, Article 8 of Decree 175/2024/ND-CP, investors are encouraged to proactively apply BIM in construction investment and provide BIM files according to the provisions of clause 4 and point c, clause 5, Article 8 of Decree 175/2024/ND-CP.
- For constructions prescribed in clause 1, Article 8 of Decree 175/2024/ND-CP, in addition to the documents submitted for appraisal and construction permits as regulated by Decree 175/2024/ND-CP, investors (or those requesting appraisal) are responsible for providing BIM data of the construction in original formats and standard IFC 4.0 format or other open formats suitable for the characteristics and nature of the construction using popular storage devices.
BIM data may include multiple files, but the size of each file should not exceed 500 MB. The BIM data content submitted to the construction specialist authority must have information showing the position, three-dimensional spatial form of the construction, displaying full major dimensions of the main components of the construction.
- BIM data is a digital resource created, managed, and utilized during the construction project execution. The scope, implementation content, and necessary information requirements for BIM concerning constructions that apply BIM will be implemented as per the agreement listed in the contract of related parties at each project stage and must meet the requirements of clause 4, Article 8 of Decree 175/2024/ND-CP.
- Using the BIM model to support state management on construction works is implemented as follows:
+ Construction specialist authorities may use BIM data to support the appraisal of the feasibility study report, the appraisal of construction design after the basic design, and construction permits;
+ For construction projects of special scale, grade I under the provisions in clause 6, Article 82 of the Construction Law 2014, amended and supplemented by clause 24, Article 11 of the Construction Law amended 2020, and for works requiring design verification during appraisal at the construction specialist agency as stipulated in Decree 175/2024/ND-CP, in the construction design verification results, there must be an evaluation by the design verification consultancy unit on the consistency of the BIM model with the design results presented in the submitted administrative documentation;
+ Investors are responsible for updating the BIM files in the design dossier into the national database on construction activities according to regulations of the Decree on national database on construction activities.
- Encourage research and application of advanced science and technology, and information technology in construction investment activities.
- The Ministry of Construction of Vietnam issues a decision guiding the application of BIM in construction activities. The specialized construction management ministry issues a detailed guideline decision on applying BIM according to project stages under its management.
