On November 13, 2024, the Minister of Planning and Investment of Vietnam issued Circular 20/2024/TT-BKHDT stipulating the Reporting regime of the statistical sector in Vietnam.
The content of the Reporting regime of the statistical sector includes:
(1) Purpose
The Reporting regime of the statistical sector aims to collect information to compile statistical indicators within the provincial statistical indicator system, the Statistics Sector indicator system, and to serve the compilation of economic-social situation reports.
(2) Scope of statistics
Report data in the form system pertains to the locality of provinces and centrally-run cities.
(3) Subjects of application
Subjects of application as prescribed in Article 2 of Circular 20/2024/TT-BKHDT.
(4) Reporting unit
The reporting unit is the Statistics Office of provinces and centrally-run cities, specified at the top right corner of each statistical form.
(5) Report recipient unit
The recipient unit is the central statistical agency (General Statistics Office), specified at the top right corner of each statistical form, below the reporting unit.
(6) Form symbol
The form symbol consists of two parts: a numerical part and a letter part; the numerical part runs continuously from 001 to the total number of forms issued; the letter part is an abbreviated letter appropriate to each sector or field and reporting frequency (year - N; biennial - 2N; quinquennial - 5N; quarterly - Q; monthly - T; season - V; mixed - H); the letters BCC (Báo cáo Cục) represent the reporting form system for the Statistics Offices of provinces and centrally-run cities. The form symbol is noted specifically at the top left corner of each statistical form.
(7) Reporting period
The statistical reporting period is a specified time during which the reporting subjects must present activity results as data according to statistical criteria in the reporting form. The reporting period is noted in the middle section of each statistical form (after the report name). Statistical periods are calculated according to the Gregorian calendar and are specifically stipulated for each reporting form, including:
- Monthly statistical report
- Quarterly statistical report
- Semi-annual statistical report
- Nine-month statistical report
- Annual statistical report
- Report according to season
- Special report in cases of extraordinary events: natural disasters, epidemics, fires. Additionally, there are other reporting periods specified in the reporting form.
(8) Report submission deadline
The report submission date is noted specifically at the top left corner of each statistical form.
(9) Method of report submission
Statistics Offices of provinces and centrally-run cities submit statistical reports via electronic reports or paper according to the time specified on each form. Reports must be digitally signed (for electronic reports) or have the signature of the Head, stamped by the unit (for paper reports) to ensure the accuracy of the data and facilitate data verification, reconciliation, and processing.
(10) Reporting forms and explanation of statistical reporting forms
The Reporting regime of the statistical sector includes the list of statistical reporting forms; the reporting forms, explanations, and guidelines for filling out the report forms of specific fields stipulated in the Appendices (from Appendix I to Appendix VI) issued with this Circular, including:
- Appendix I: National account statistical reporting forms.
- Appendix II: Agricultural, forestry, and fishery statistical reporting forms.
- Appendix III: Industrial statistical reporting forms.
- Appendix IV: Investment and construction statistical reporting forms.
- Appendix V: Trade and service statistical reporting forms.
- Appendix VI: Social and environmental statistical reporting forms.
