Guidelines on Naming and Renaming Villages and Residential Groups

Circular 09/2017/TT-BNV has been issued by the Ministry of Home Affairs to amend and supplement Circular 04/2012/TT-BNV guiding the organization and activities of villages and residential groups.

According to the provisions of Circular 09, the naming of hamlets and residential groups is conducted during the process of establishing new hamlets and new residential groups. To be specific, the renaming of hamlets and residential groups is carried out as follows:

- The commune-level People's Committee prepares a dossier consisting of: Proposal statement and Plan for renaming the hamlet or residential group; gathers opinions from all voters or household representative voters in the hamlet or residential group;- The commune-level People's Committee submits the Plan for renaming the hamlet or residential group to the same-level People's Council for approval; based on this, submits to the district-level People's Committee;- The district-level People's Committee organizes the appraisal of the dossier; drafts a proposal statement attached to the dossier and sends it to the Department of Home Affairs for appraisal and submission to the provincial-level People's Committee for consideration to present to the provincial-level People's Council for decision.
