Guidelines on monthly and thematic cell meetings in Vietnam
Guideline 09-HD/BTCTW stipulating the content of monthly and thematic branch meetings is as follows:

Regarding monthly cell meetings:
► Introduction:
- Collect the monthly party dues from party members;
- Announce the situation of party members of the cell; number of members exempted from activities, work; number of members present at the meeting; number of members absent and reasons for absence;
- Approve the agenda, contents of cell activities, and key issues for discussion;
- Appoint the meeting secretary.
► Content section:
- Provide information on outstanding national, international, and local, agency, and unit developments. Disseminate and elaborate on new policies, strategies of the Communist Party, the State, and the directives from higher levels. Comment on the ideological situation of party members and the public;
- Evaluate the performance of the cell's tasks for the previous month; review how party members implemented the policies and guidelines of the Communist Party and the State, resolutions, and directives from higher levels and the tasks assigned by the cell;
- Assess the study and emulation of Ho Chi Minh's ideology and ethics by party members and the public;
- Report on the opinions of party members and the public about the cell's leadership and the exemplary vanguard role of party members (if any);
- Set out specific, practical, and urgent tasks to be carried out in the upcoming month; specifically assign these tasks to party members;
- Cell discussions and contributions on the above issues.
► Conclusion section:
- The presiding member summarizes party member opinions and concludes the major, important issues discussed and agreed upon by the cell;
- The cell votes. The secretary clearly records the number of party members agreeing, disagreeing, and having different opinions;
- The presiding member and the secretary sign the meeting minutes.
Regarding thematic cell meetings:
In addition to the monthly meetings as mentioned above, at least once every quarter, the cell selects one of the following issues for thematic discussions:
- Study and follow the Ho Chi Minh's ideology and ethics;- Solutions for building a clean, strong Party committee or consolidating, overcoming weaknesses;- Solutions for building new rural areas;- Building a cultural neighborhood or residential area;- Combating corruption, waste, negativity, and social evils in localities, agencies, units;- Training, nurturing cadres and developing party member sources;- ...
