Guidelines on Film Script Classification Using State Budget

At the end of 2016, the Ministry of Culture, Sports, and Tourism issued Circular 15/2016/TT-BVHTTDL, promulgating the Regulation on the organization and activities of the Literature Script Appraisal Council for films using the state budget.

According to Circular 15/2016/TT-BVHTTDL, the classification of scripts is based on the average score of the Council members, specifically:

- Scripts classified in Grade I have an average score from 5 points to 6.5 points;- Scripts classified in Grade II have an average score from above 6.5 points to 8.5 points;- Scripts classified in Grade III have an average score from above 8.5 points to 10 points.

Council members are responsible for reviewing and evaluating each script, recording their findings on the Evaluation Sheet, and scoring according to the following standards:

- Scripts classified in Grade I (for scores 5; 5.5; 6.0; 6.5) include the standard: meeting the requirements regarding ideological content, having social significance but the artistic imagery's generalization is not high...;- Scripts classified in Grade II (for scores 7.0; 7.5; 8.0; 8.5) include the standard: having good ideological content, being humane, and having high social value...;- Scripts classified in Grade III (for scores 9.0; 9.5; 10) include the standard: having deep ideological content, high human value, and generalizing significant social issues...;- Scores that differ by more than 2.0 points from the average score of the Council members are not accepted.

Circular 15/2016/TT-BVHTTDL takes effect from March 1, 2017.
