On August 10, 2024, the Ministry of Construction of Vietnam issued Official Dispatch 4518/BXD-HTKT onenhancement of safety assurance in urban greenery management in Vietnam.
Recently, several unfortunate incidents involving the breaking or falling of urban trees, causing safety hazards and directly affecting people, vehicles, and construction projects, have occurred in several localities. To ensure safety and prevent such unfortunate incidents in urban tree management, the Ministry of Construction of Vietnam requests the People's Committees of provinces and centrally affiliated city to focus on and enhance the implementation of several contents and tasks:
(1) Organize the management of urban trees following the provisions of Decree 64/2010/ND-CP dated June 11, 2010, of the Government of Vietnam on urban tree management and other related legal regulations.
(2) Direct agencies and units as per the decentralization of urban tree management in the province/city; units managing urban trees; project investors, and related agencies, organizations:
- Fully fulfill responsibilities for tree management according to legal regulations.
- Organize inspections and updates on the growth and development status of the public tree system in the locality. Focus on large-sized trees (roots, trunks, branches, foliage) to detect and promptly handle (cutting, replacement planting, pruning) trees that do not ensure safety such as: diseased, old, hollow, inclined, potentially breakable trees; branches showing signs of cracking, reducing the anchor to the main trunk...
- Inspect and supervise the implementation of tree pruning according to technical procedures, ensuring safety and not affecting the tree's growth and development; especially pay attention to the reinforcement of supporting stakes, pruning the canopy of newly planted trees to ensure technical requirements so that the trees do not slump or fall in strong winds.
- Focus on propagating, disseminating, educating to raise awareness, guiding people and communities to participate in planting, caring for, protecting urban trees, and strictly complying with related legal regulations on urban tree management. Provide information of individuals and units responsible for the tree sector in the locality to promptly explain, respond to information, and handle cases of fallen trees or broken branches promptly.
- For restricted-use trees (trees planted in office yards, schools, hospitals, cemeteries, religious projects, villas, houses, and other public projects managed and used by organizations or individuals): propagate, guide, and request management and usage units to implement safety solutions and regularly inspect the management, care of trees within managed premises.
- Construction units repairing, renovating, refurbishing urban technical infrastructure projects (including: sidewalk renovation, drainage systems, electrical lines, information cables, clean water pipelines...) and other construction projects with existing urban tree systems are responsible for notifying and closely coordinating with organizations assigned to manage the tree system to ensure technical, aesthetic, and tree safety before deploying construction, repair projects.
