Guidelines on Dossiers for Submission and Approval of Standards and Norms for the Use of Medical Automobiles

On May 14, 2020, the Ministry of Health promulgated Circular 7/2020/TT-BYT guiding the standards and norms for the use of specialized vehicles in the health sector.

The dossiers for submission, approval, and adjustment of standards, and usage norms for specialized automobiles in the healthcare sector are stipulated in Clause 1, Article 7 of Circular 7/2020/TT-BYT, specifically:

- The written request for the approval of the standards and usage norms for specialized automobiles from the head of the healthcare public service provider according to Form No. 01 issued with this Circular;- A list of specialized automobiles currently managed and used according to Form No. 02 issued with this Circular (not applicable to newly established units);- A stamped copy of the unit's Charter of organization and operation and Development Plan (if available);- An explanatory document on the demand for use of each type of specialized automobile in the next 03 years;

Note: The documents in Form No. 01 and the Explanatory Document mentioned above must be signed and stamped by the head of the unit.

The head of the agency or unit is responsible for directing the preparation of dossiers, reports, and documents to establish the standards and usage norms for specialized automobiles in accordance with regulations. In cases where the agency or unit requires the use of specialized automobiles beyond the approved standards and norms, the head of the healthcare public service provider must report to the competent authority specified in Article 6 of this Circular for consideration and decision.

For newly established agencies or units, those supplementing or adjusting the scope of professional activities, changing the scale, or in emergency or special cases, the standards and usage norms for specialized automobiles may be adjusted. Within 30 days from the date of receiving a complete dossier as stipulated in Clause 1 of this Article, the competent authority specified in Article 6 of this Circular is responsible for appraising and approving the standards and usage norms. In case of disapproval, a written response stating the reasons must be provided.
