Guidelines on Determining Planted Forest Prices According to New Regulations

Circular 32/2018/TT-BNNPTNT has been issued by the Ministry of Agriculture and Rural Development, stipulating the method of forest valuation and the price framework of forests.

To be specific:, Circular 32 stipulates that the price of planted forests is determined according to the following formula:

- The price of special-use forests, protection forests, and production forests as planted forests is calculated in money (VND/ha) for one hectare of planted forest that the forest owner receives from the forest during the period of forest allocation or forest lease.- The price of planted forests (Grt) includes the total invested cost for forest creation (CPrt) and the estimated income (TNrt) for the planted forest at the valuation time, calculated as follows:

Grt = CPrt + TNrt

- In the case of newly planted forests that have not become full forests and are related to land recovery and conversion activities, the minimum price of planted forests is determined by the total invested cost for forest creation (CPrt).

According to Circular 32, the estimated income from planted forests includes:

- Income from forest products (timber, non-timber forest products);- Income from forest environmental services;- Income from scientific research, teaching, and internships;- Income from eco-tourism, recreation, and entertainment activities;- Other legitimate income sources.
