Guidelines on Declaration, Collection, and Payment of Maritime Security Fees

Circular 14/2017/TT-BTC was issued by the Ministry of Finance providing guidelines for the management and use of maritime safety assurance fees from state budget revenues and the financial mechanism in the field of providing public utility services to ensure maritime safety. This document is effective from April 01, 2017.

To be specific:, the declaration, collection, and payment of maritime security fees are guided by Circular 14 as follows:

- Maritime Port Authorities are allowed to retain a percentage (%) of the total collected fees to cover the fee collection activities. The percentage of retained maritime security fees for the Maritime Port Authorities is determined according to the attached Annex.- After deducting the organization fees for collection, the Maritime Port Authorities shall declare and pay the maritime security fees into the central budget and account to the corresponding sub-item and program.- The Maritime Port Authorities are responsible for declaring and paying the collected fees monthly and making the annual settlement in accordance with the guidelines in Circular 156/2013/TT-BTC.

Refer to the percentage of retained maritime security fees in Circular 14/2017/TT-BTC, which replaces Circular 119/2010/TT-BTC.
