Guidelines of the police force on management of residence, ID card, and citizen ID card in Vietnam

On June 24, 2020, the Ministry of Public Security submitted a href='https://lawnet.vn/vb/luat-luc-luong-tham-gia-bao-ve-an-ninh-trat-tu-o-co-so-2020-6cd03.html'> the Draft Law on grassroots-level security and order protection forces for the National Assembly's consideration.

Draft Law on grassroots-level security and order protection forces according to the guidance of the Police force participating in urging the local people to comply with legal regulations on residence management, ID card, Citizen ID, other identification documents, and compliance with regulations in managing professions and businesses with security and order conditions, on the management and use of weapons, explosives, and supporting tools. Specifically:

1. For the management of residence, ID card, Citizen ID, and other identification documents:

- Grasp the situation of households and population in the commune; understand and report to the directly managing commune Police about the situation and number of foreign nationals residing in the area;

- Determine the number of people aged 14 and above residing in the area who have not been issued an ID card or Citizen ID to report to the directly managing commune Police;

- Regularly allocate forces at locations and workplaces to receive information and situations related to residence, temporary stay, temporary absence, and matters relating to security and order as reflected by the citizens;

- Coordinate with the Police to perform residence checks, temporary stay and temporary absence inspections, and checks of Citizen ID, ID card, or other identification documents of people living or working in the area or those suspected of coming to the area under responsibility.

2. For the management of professions and businesses with security and order conditions, and the management of weapons, explosives, and supporting tools:

- Understand the number of establishments and persons working at investment and business establishments with security and order conditions in the area; in case of detecting security and order violations occurring at the business establishment, promptly report to the directly managing commune Police;

- Encourage the public to hand in weapons, explosives, and supporting tools; promptly detect and cooperate with the Police to prevent and handle violations of regulations on the management and use of weapons, explosives, and supporting tools.
