Guidelines for Wastewater Handling from Offshore Petroleum Facilities in Vietnam

Circular 22/2015/TT-BTNMT regulates environmental protection in the use of drilling fluids; waste management and environmental monitoring for offshore petroleum activities issued by the Minister of Natural Resources and Environment of Vietnam on May 28, 2015.

Circular 22/2015/TT-BTNMT stipulates that the wastewater discharged from offshore petroleum works must be handled and disposed of in accordance with the National Technical Regulation of Vietnam on wastewater from offshore petroleum works.

Additionally, other wastewater sources generated from offshore petroleum works shall be collected, treated, and disposed of according to the provisions in the Table below:

Requirements for Collection, Treatment, and Disposal for Wastewater Sources Generated from Offshore Petroleum Works in Vietnam

1 Less than 03 (three) nautical miles from shore Machine and equipment cleaning water, oil storage tank cleaning water. Collect, treat, and dispose of to ensure compliance with the National Technical Regulation on industrial wastewater.
Domestic wastewater Collect, treat, and dispose of to ensure compliance with the National Technical Regulation on domestic wastewater.
2 03 (three) to 12 (twelve) nautical miles from shore Machine and equipment cleaning water, oil storage tank cleaning water. Collect, treat, dispose of and obtain an oil pollution prevention certificate as per the requirements stipulated in Appendix I of the Marpol Convention.
Domestic wastewater Collect, treat, dispose of and obtain a domestic wastewater pollution prevention certificate as per the requirements stipulated in Appendix IV of the Marpol Convention.
3 More than 12 (twelve) nautical miles from shore Machine and equipment cleaning water, oil storage tank cleaning water. Collect, treat to ensure the maximum oil content does not exceed 15 mg/l before discharge into the sea.
Domestic wastewater Collect, discharge into the sea.
