1. Guidelines for the transport of military weapons and sporting weapons in Vietnam from January 1, 2025

According to the provisions of Article 29 of the Law on management and use of weapons, explosive materials, explosive precursors and support instruments 2024, the transport of military weapons and sporting weapons in Vietnam is as follows:

- The transport of military weapons and sporting weapons must comply with the following regulations:

+ Must have a transportation permit or an order from a competent authority;

+ Ensure secrecy and safety;

+ Dangerous military weapons and sporting weapons transportation must use specialized vehicles and ensure safety, fire prevention, and firefighting;

+ It is not allowed to transport military weapons and sporting weapons, and people on the same vehicle, except for the vehicle operator and the escort;

+ Do not stop or park the vehicle transporting military weapons and sporting weapons in crowded places, residential areas, gas stations, or places with important national defense, security, economic, cultural, or diplomatic structures. In case of overnight rest or unexpected incidents without sufficient protection forces, the vehicle operator and the escort must immediately notify the nearest military or police authority for coordination in protection when necessary.

- Procedures for issuing transportation permits for military weapons and sporting weapons for subjects not under the management of the Ministry of National Defense are as follows:

+ A request document, clearly stating the name, address of the agency, organization, or enterprise; reasons; quantity, type, brand, origin; full name, personal identification number, or passport number of the contact person, vehicle operator, and escort; means of transportation, license plate; transportation time, departure, destination, transport route;

+ The request document specified at point a, clause 2, Article 29 of the Law on management and use of weapons, explosive materials, explosive precursors and support instruments 2024 is submitted to the competent police agency determined by the Minister of Public Security;

+ Within 03 working days from the date of receiving a complete dossier, the competent police agency shall issue a transportation permit; in case of refusal, a written response stating the reasons must be provided;

+ The transportation permit for military weapons and sporting weapons is valid for 30 days;

+ In case of transporting military weapons and sporting weapons by multiple vehicles of the same type in one trip, only one transportation permit is issued; if transported by multiple types of vehicles, separate transportation permits must be issued for each vehicle type.

- Procedures for issuing transportation orders for military weapons and sporting weapons for subjects under the management of the Ministry of National Defense shall be implemented according to the regulations of the Minister of National Defense.

2. What types of sporting weapons are included?

Sporting weapons include:

- Air rifles, explosive bullet rifles, air pistols, explosive bullet pistols, paintball guns, clay pigeon shooting guns, ammunition used for these guns in the list issued by the Minister of Public Security for training and sports competitions;

- Weapons specified at point a, clause 4, Article 2 of the Law on management and use of weapons, explosive materials, explosive precursors and support instruments 2024 used for training and sports competitions;

- Basic components of the guns specified at point a, clause 5, Article 2 of the Law on management and use of weapons, explosive materials, explosive precursors and support instruments 2024 including: gun body, barrel, trigger, bolt assembly, firing pin.

See also the Law on management and use of weapons, explosive materials, explosive precursors and support instruments 2024 effective from January 1, 2025, except for Article 17, Article 32, and clause 1, Article 49 of the Law on management and use of weapons, explosive materials, explosive precursors and support instruments 2024 which will be effective from July 1, 2025.

The Law on management and use of weapons, explosive materials, explosive precursors and support instruments 2017 will be repealed from the date the Law on management and use of weapons, explosive materials, explosive precursors and support instruments 2024 is effective, except for the following cases:

- Provisions of Article 17, Article 35, clause 1, Article 52 of the Law on management and use of weapons, explosive materials, explosive precursors and support instruments 2017 (as amended and supplemented) will continue to be effective until June 30, 2025;

- Provisions of Article 75 of the Law on management and use of weapons, explosive materials, explosive precursors and support instruments 2017.
