On September 06, 2019, the Circular 33/2019/TT-BGTVT was signed and promulgated by the Minister of Transport, regulating dredging activities in inland waterways.
The organization of selecting consultancy units and dredging contractors for the extraordinary maintenance of inland waterway channels shall be conducted by regional inland waterway management bodies and the Vietnam Inland Waterways Administration or provincial-level People's Committees, according to the guidelines in Circular 33/2019/TT-BGTVT, specifically as follows:

Firstly: Regional inland waterway management bodies are responsible for:
- Based on the extraordinary task execution policy assigned, selecting consultancy units (survey, design, supervision, environment) with adequate capacity and experience to immediately implement extraordinary bidding packages submitted to the Vietnam Inland Waterways Administration or provincial-level People's Committees;- No later than 15 days from the date the policy is approved, organizing surveys to hand over the site, preparing designs, cost estimates; completing the selection procedures for consultancy units, specifying the requirements for scope, content of work to be performed, execution time, quality of work to be achieved, and corresponding value to negotiate, complete contracts, and organize the selection of dredging contractors according to legal regulations, submitting to the Vietnam Inland Waterways Administration or provincial-level People's Committees. Simultaneously, cooperating with provincial-level People's Committees (or the agency assigned by the provincial-level People's Committees) to organize on-site inspections, identify, and agree on the dredging disposal site;
Secondly: The Vietnam Inland Waterways Administration or provincial-level People's Committees are responsible for:
- Organizing the appraisal and approval of the results of selecting consultancy units and dredging contractors based on the contract negotiation results, proposals from regional inland waterway management bodies or the Department of Transport and signing contracts with the selected contractors.
Additionally, Circular 33/2019/TT-BGTVT also stipulates the procedure for implementing the extraordinary maintenance of inland waterway channels as follows:
Presenting and approving extraordinary tasks.
Organizing the selection of execution units.
Preparing and approving design and project cost estimates.
Handing over the site, organizing project execution, and inspection and supervision.
Acceptance, preparation of project completion documents.
Summarizing, supplementing the inland waterway infrastructure maintenance plan; allocating state budget estimates.
Payment and settlement of the project.
