On April 2, 2024, the Department of Education and Training of Ho Chi Minh city issued Official Dispatch 1864/SGDDT-KTKD on guidelines for the recognition of completion of lower secondary education in 2024.
The Department of Education and Training of Ho Chi Minh city provides guidelines for the procedures for issuance of secondary school diproma as follows:
(1) Steps to be taken at educational institutions:
* Step 1: After completing the academic transcripts of the students, the homeroom teachers compile three lists:
- List 1: includes students who meet the criteria for graduation in the following order (template 1):
+ Students who are eligible for first-time graduation recognition.
+ Students in continuing education programs who are eligible for first-time graduation recognition.
+ Students who have not graduated in previous years.
+ Students in continuing education programs who have not graduated in previous years.
+ Secondary students who apply for recognition of graduation in continuing education.
- List 2: includes students who do not meet the criteria for graduation, in the same order as list 1 (template 2).
- List 3: includes students who need further consideration based on additional criteria such as conduct, priority status, encouragement, etc., which can be adjusted and supplemented if necessary (template 3).
* Step 2:
- Subject teachers and homeroom teachers of grade 9 verify the lists mentioned in step 1.1 (check for errors or possible additions), check the number of students who meet the graduation criteria, and record the findings in a report. Homeroom teachers complete the lists and sign them.
- Homeroom teachers of grade 9 ask each student to review the content of the columns in the lists mentioned in step 1.1, and then sign the lists.
* Step 3:
- The graduation evaluation board:
+ Collects the lists of grade 9 students, the reports from subject teachers and homeroom teachers.
+ Reviews the graduation application files for each class, compares them with the criteria, and proposes graduation recognition for the students within the board's responsibilities.
+ Prepares a graduation recognition report and a list of students recommended for graduation.
The report must include the full names and signatures of the board members. The list of students eligible for graduation must include the full name and signature of the board chairperson and the person who prepared the list.
- The graduation application files, including a request letter signed by the board chairperson, the graduation recognition report, and the list of students recommended for graduation (in the same order as list 1 mentioned in Section X.1) are submitted to the Department of Education and Training. Three copies are required: one for the school, one for the Department of Education and Training, and one for the Department of Examination and Education Quality Assurance.
Note: For Continuing schools (with grade 9), Continuing Education Centers, Vocational Education Centers - Continuing Education, and schools with additional cultural education branches located in any district or municipality, the graduation applications are submitted to the Department of Education and Training of that district or municipality.
For continuing schools (with grade 9), Continuing Education Centers, Vocational Education Centers - Continuing Education, and schools with multiple branches, it is necessary to actively seek opinions and coordinate the submission of graduation applications to any Department of Education and Training where a branch is operating, ensuring compliance with the guidelines of the local authority.
* Step 4:
After the Department of Education and Training makes a decision to recognize the graduation list, the educational institutions issue temporary graduation certificates.
(2) District and provincial Department of Education and Training:
- The Director of the District and Municipal Department of Education and Training makes a decision to recognize the graduation lists of educational institutions within their jurisdiction.
- The Director of the District and Municipal Department of Education and Training is responsible for issuing lower secondary graduation certificates.
