Guidelines for the Process and Procedures for Awarding Artisan Titles at the Provincial Level

Decree 123/2014/ND-CP guides the process and procedures for awarding the titles "People’s Artisan," "Excellent Artisan" in the field of handicraft at the provincial council as follows:

- The standing body of the provincial council has the duty to assist the council in performing the following tasks:

- Submit to the Chairman of the Provincial People's Committee the decision to establish the provincial council for awarding the titles “People’s Artisan,” “Excellent Artisan”;- Organize the collection of opinions from the community at the grassroots level (commune, ward, commune-level town) where the individual proposed for the award resides or from the professional association where the individual is active, to include in the nomination dossier following Form No. 3 stipulated in the appendix issued with this Decree;- Announce the list of individuals proposed for the award on provincial mass media; publish the list and accomplishment declarations of the proposed individuals on the Provincial People's Committee's electronic information portal to gather public opinions for 15 working days;- Send documents and nomination dossiers to members of the provincial council and organize council meetings for selection.

- The provincial council organizes the appraisal of dossiers and conducts the selection as follows:

- Appraise the contents of the documents in the dossier, consider the fulfillment of individual standards for each title as stipulated in this Decree;- Receive and handle recommendations from organizations and individuals (if any) and conduct a secret ballot to select individuals meeting the standards for awarding the titles “People’s Artisan,” “Excellent Artisan” to be submitted to the Ministry-level specialized council;- Publicly announce the selection results on the Provincial People's Committee's electronic information portal and provincial mass media for 15 working days;- Send a report document on the selection results of the provincial council along with 05 (five) sets of dossiers stipulated in Clause 2, Article 11 of this Decree to the Ministry-level specialized council as per the timeline specified in the plan for awarding the titles “People’s Artisan,” “Excellent Artisan”;- Notify the selection results in writing to the individuals who submitted nomination dossiers.
