Guidelines for the Procedures of Issuing Personal Identification Numbers to Citizens Registering Birth

This is notable content in Decree 137/2015/ND-CP detailing regulations on specific articles and measures for the implementation of the Law on Citizen Identification.

Currently, the personal identification number is a natural sequence consisting of 12 digits, structured with 6 digits representing the century of birth, gender code, year of birth of the citizen, the code of the province, centrally run city or the national code where the citizen registers birth, and 6 digits are random numbers.

Article 14 of Decree 137/2015/ND-CP stipulates the procedures for issuing a personal identification number to citizens registering birth in the two following cases:

Case 1: In case the electronic civil status database has been connected with the National Database on Population, upon receiving sufficient documents to register the birth, the agency in charge of civil status registration and management, managing the electronic civil status database, is responsible for immediately transferring the information of the person registering the birth to the National Database on Population; which must collect the following information to issue a personal identification number:

- Birth name and given name;- Date of birth;- Gender;- Place of birth registration;- Hometown;- Ethnic group;- Nationality;- Name and nationality of the father, mother, or legal representative; except in cases where the father, mother, or legal representative has not been determined.

The head of the National Database on Population management agency under the Ministry of Public Security is responsible for checking the information and documents stipulated in Point b, Clause 3, Article 13 of the Law on Citizen Identification, and for issuing and immediately transferring the personal identification number to the civil registry agency.

Case 2: In case the National Database on Population is not yet operational or the electronic civil status database has not been connected with the National Database on Population, when receiving the birth registration dossier of a citizen, the civil status registration and management agency will immediately transfer the information to the National Database on Population management agency via the internet with the allocated account access.

The National Database on Population management agency is responsible for providing access accounts to the civil status registration and management agency, and for immediately transferring the citizen's personal identification number to the civil registry agency when receiving the birth registration information according to regulations via the internet. The civil status registration and management agency is responsible for keeping the access account confidential in accordance with the legal regulations on the protection of state secrets.
