Guidelines for the Appraisal and Issuance Process of QCVN under the Ministry of Information and Communications

According to the regulations in Circular 13/2019/TT-BTTTT, first, the Department of Science and Technology shall take the lead and cooperate with the unit drafting the National Technical Regulation in the field of information and communication (hereinafter abbreviated as QCVN) to consolidate the draft QCVN file and report to the Ministry of Information and Communications with a document sent to the Ministry of Science and Technology (Directorate for Standards, Metrology and Quality) for appraisal.

After obtaining the appraisal result from the Ministry of Science and Technology:

- In case of agreement with the appraisal opinion of the Ministry of Science and Technology, the Department of Science and Technology shall take the lead and cooperate with the relevant units to absorb, finalize and submit to the Minister of Information and Communications for the issuance of QCVN according to regulations;

- In case of disagreement with the appraisal opinion of the Ministry of Science and Technology, the Department of Science and Technology shall take the lead and cooperate with the relevant units to submit a document to the Minister of Information and Communications to report to the Prime Minister of the Government of Vietnam for consideration and decision.

Finally, the Department of Science and Technology shall manage and assign the QCVN code of the Ministry of Information and Communications. The QCVN code of the Ministry of Information and Communications is QCVN xxx:yyyy/BTTTT, in which:

- QCVN is the abbreviation for national technical regulation;

- xxx is the regulation code, consisting of 2 or 3 digits;

- yyyy is the year of issuance, separated from the regulation code by a colon (:);

- BTTTT is the abbreviation for the Ministry of Information and Communications, placed immediately after the year of issuance and separated by a slash (/).
