The procedure for suspension of connection and data provision on cyber environment in Vietnam is guided by the data-providing authority as per Decree 47/2020/ND-CP.

According to Article 43 of Decree 47/2020/ND-CP, the suspension of connection and data provision on cyber environment provided by agencies in Vietnam is stipulated as follows:
(1) The data providing agency suspends the provision of data sharing services to all exploiting agencies in the following cases:
- Upgrading, expanding, maintaining the information system, information infrastructure;
- Force majeure events interrupting service provision, connection, or affecting the operation of the information system, data safety.
(2) The data providing agency suspends data provision to one or several exploiting agencies in the following cases:
- The exploiting agency violates the regulations on data exploitation and usage;
- The data connection is deemed capable of compromising safety, security.
(3) In case of suspension of connection and service provision according to point a, clause 1, Article 43 of Decree 47/2020/ND-CP, the providing agency must publicly announce on the electronic information portal at least 07 working days before actively suspending the data sharing service. They must also inform the estimated time required to restore data sharing service operations to repair, address incidents, or upgrade, expand the information infrastructure. The upgrading, expanding, and maintenance of the system should be conducted in the shortest possible time and minimize the risk to the exploiting agencies caused by the disruption and suspension of data sharing services.
(4) In the case of force majeure requiring the suspension of data sharing services according to point b, clause 1, Article 43 of Decree 47/2020/ND-CP, the data sharing service provider must publicly announce by appropriate means and promptly implement measures to address the incident.
(5) In the cases stipulated in clause 2, Article 43 of Decree 47/2020/ND-CP, the data providing agency must notify the data exploiting agency within no more than 01 day from the time the violation is identified, including the following contents:
- Violation content and proposed handling measures;
- Necessary actions to maintain or restore the connection.
According to Article 26 of Decree 47/2020/ND-CP, the system for managing data sharing services is stipulated as follows:
- The data sharing service management system is an information management system that centrally manages the list of data sharing services of state agencies. It is uniformly constructed and managed by the Ministry of Information and Communications to provide for state agencies to exploit and use.
- The roles and functions of the data sharing service management system:
+ Centrally manage information about data sharing services nationwide;
+ Support data providing agencies in declaring and updating information about data sharing services;
+ Assist state agencies in searching, accessing, and exploiting data sources and data services shared by state agencies;
+ Support the receipt of connection requests and exploitation of data sharing services;
+ Provide other supportive functions to facilitate data connection and sharing among state agencies.
- State agencies search for information about data sharing services on the data sharing service management system to connect, share, and exploit available data sources of state agencies.
